    SIA phase model
    Common project management in Switzerland is based on the SIA phase model (standard 102/112). This hierarchical process principle creates incentives for the client to distribute the concretisation of his planning over several planning phases. As a result, planning orders are considered in isolation in sub-phases, the know-how of the contractors is not collected until the “execution” phase, and risks are passed on to the last contractor in the chain. The concerns of later operations are often only taken into account in the form of benchmarks or written reports.

    Silo thinking vs. cooperation
    In the SIA phase model, the parties involved defend their interests against the client, architect or a general contractor. The goal of each commissioning party is to achieve the highest possible profit and to take as few risks as possible. The focus is therefore not on a joint solution to the problem and certainly not on the success of the project.

    Solution collaborative project delivery methodology
    The solution lies in a change of culture, in changed processes and in contract rule formation based on incentives and motivation.

    So-called collaborative or integrated project delivery methods (IPA) are based on a partnership approach to the project and on the early inclusion of know-how for all key trades. Teams from planning, engineering, execution and operation jointly develop solution approaches and search for the most suitable way to fulfil the objectives. At the same time, project risks are evaluated and actively managed. Work is carried out according to the “best for project” principle, and everyone participates in profit and loss. This increases certainty with regard to feasibility and profitability, and mutual trust is established. This trust, in turn, is the basis for creativity and mutual motivation.

    Final thoughts
    The cultural change described leads to a changed culture of dispute. It is no longer a matter of shifting risks onto others and asserting isolated party interests. Instead, there is an incentive-driven interest on the part of all parties to solve problems quickly and amicably. This also changes the role

    the role of the lawyers involved. Thoughtful and conflict-avoiding contracts are just as much in demand as forward-looking influence on the process and interest-based contributions to solutions. This leaves little room for costly and time-consuming court proceedings.

    Because in the end, only the success of the project and thus of the entire team counts. A failure within the project thus ultimately becomes the failure of all and not the last one to be bitten by the dog or the opposing lawyer.

    Overall, Belimo increased its net sales in local currencies by 16.6 percent. In Swiss francs, net sales increased by 15.7 percent to CHF 765.3 million. The positive market development ensured increased demand, especially in Europe and America. Sales growth in local currencies was 15.9 percent for the Europe market region and 18.1 percent for America. In the Asia Pacific market region, the increase was 14.4 percent. Air applications net sales grew by 15.5 percent in local currencies and water applications by 17.9 percent.

    The strong growth in 2021 accelerates the capacity expansion planned as part of the Belimo growth strategy. The group will expand its capacities in production, logistics and customization over the next few years with higher investments in all market regions. Corresponding projects have already been initiated in 2021:

    • In the market region Europe, Belimo has signed a contract to purchase a plot of land next to the existing building in Hinwil (Switzerland) in order to accommodate expansions in logistics and customizing.
    • In the Americas market region, logistics capacities were expanded at the Danbury site (USA) in order to create space for future growth and to continue to guarantee high delivery reliability.
    • In the Asia Pacific market region, Belimo has purchased its existing location in Shanghai (China) in order to provide additional capacity and space for warehousing, customizing, logistics and offices

    Walk-in room-in-room solution
    Coop had been thinking about building a comfortable lounge for its employees for a long time. A 5-meter-high room, a kind of gallery, which is also adjacent to other rooms, was ideal for this purpose. But it would have been much too big, with its sand-lime brick walls, not comfortable and not heated. A room-in-room solution therefore offered itself, which could be implemented quickly, without a lot of dirt, but in compliance with all statics and fire protection requirements. Because the assembly took place while the high-bay warehouse was in operation, everything had to be well prepared and done quickly.

    Only half a day for the substructure
    As with all construction systems with a high degree of prefabrication, precise planning data and error-free transmission to the manufacturer were decisive. All steel profiles were cut to size and provided with the screw and punch holes to facilitate on-site assembly. The individual profiles could be efficiently screwed together using numbers and an assembly plan. Thanks to the corresponding planking, the entire construction has a fire protection rating of REI60. Plasterer entrepreneur Hansjörg Alder: “The steel structure was in the distribution center in just half a day, and within three days it was planked and ready for expansion.” You don’t notice the stylish room and its quality of stay that it was delivered as a kit and set up within a very short time.

    Like lightweight construction, simply much more stable
    RiModul® is actually nothing more than lightweight construction with stronger profiles. They achieve the best possible ratio of strength to weight, which among other things leads to dimensionally stable constructions – that is, walkable and resilient ceilings with additional usable area – and increased seismic resistance (earthquake security). And the system is based on the principle of prefabrication, which can reduce the overall construction time by up to 60%. RiModul® lightweight steel construction systems also result in significantly lower loads on the foundations than conventional construction methods. Complex objects in new construction and renovation can thus be realized safely, economically and with almost unlimited design flexibility. The RiModul® lightweight steel construction systems are particularly suitable for additions, extensions and, as in the case of Coop, room-in-room constructions. It also makes sense to use it as an external wall system for infilling in hybrid buildings.

    The construction project and the cost estimate for the new police building are available. The public hearing required by law has already been carried out and the building permit has also been issued. In the 3rd quarter of 2021, the Grand Council will decide on the construction loan and its implementation. "A police building is not a building like any other functional cantonal building," says Markus Richner from the Department of Economics and Internal Affairs in the canton of Aargau. "On the one hand, there are special requirements in terms of security, on the other hand, various special uses such as a laboratory, shooting rooms or a room for close combat training – also known as a dojo – must be guaranteed." The construction project is fundamentally undisputed. But as with any other large and complex project, keeping within budget was the greatest challenge. "We assume that the Grand Council will approve the project and the loan applied for in order to create good framework conditions for the further development of the cantonal police," said Richner.

    Additional overall renovation
    After 30 years of operation in 7×24-hour mode, a complete renovation of the police command building is due. This applies in particular to the ventilation and sanitary facilities, including cables, as well as those for high and low current. In addition, structural adjustments are necessary due to changes in use. The improvements in the energetic area are also essential – especially the facade. According to Richner, the planning work was not significantly influenced by the corona pandemic: “All deadlines were met as planned. Due to the corona, many meetings did not take place on site, but rather virtually. I'm really looking forward to the moment when we can hand over the finished new building to the canton police. This is a milestone for the canton police. "
