    Ligerz-Twann double track extension a complex rail infrastructure project

    The contract includes the 2.1 km long double-track tunnel – about 1,850 m of which will be excavated and about 250 m of which will be built using cut-and-cover methods – including concrete lining and railway technology. In addition, four escape tunnels, a 114 m long viaduct for the N5 motorway exit and various additional structures are being built. The excavated material will be transported by ship and the existing railway line will be dismantled and redesigned.

    The aim of the project is to eliminate the last railway bottleneck on the Jura river line between Lausanne and Biel. Due to the prevailing narrow space conditions between the lake and the slope, where the N5 national road and the cantonal road also run, a new double-track tunnel will be built.

    A particular challenge is the project’s location in protected areas: The region is listed in the Federal Inventory of Landscapes and Natural Monuments (BLN). The villages of La Neuveville, Chavannes, Ligerz and Twann are part of the Federal Inventory of Swiss Sites of National Importance (ISOS).

    Implenia builds infrastructure projects for CHF 100 million

    Implenia has received approval to build two complex transport infrastructure projects costing CHF 100 million. According to a media release, a motorway junction is being built in Zurich under the lead management of the construction and real estate company, which will provide particularly good protection against noise. On behalf of the city of Winterthur, Implenia is building a 390-metre-long complex bridge that will play a central role in the city’s development.

    Following approval from the Federal Roads Office(FEDRO), Implenia is responsible for upgrading the N01/36 Schlieren-Europabrücke motorway junction in Zurich-Grünau. The project includes maintenance of the traffic area between the Schlieren and Altstetten junctions. Prior to this, deconstruction, excavation and works pipeline work as well as the installation of a road wastewater treatment plant would have to be carried out. Noise barriers covering an area of 3,800 square metres are to protect residents of the Grünau neighbourhood from disturbance after the end of construction in 2027.

    On behalf of the city of Winterthur, Implenia is reportedly building a 390-metre-long, challenging bridge structure for pedestrians, bicycles and buses over the Grüze crossing. It connects Sulzerallee with St.Gallerstrasse and, according to the city, is intended to become “the public transport hub of the newly emerging Neuhegi-Grüze district”. The construction contract includes special civil engineering for foundations and protective structures, various civil engineering services in the track area and complex falsework structures. The bridge is scheduled to go into operation at the end of 2026.

    Public sector in Uri acquires majority shareholding in EWA-energieUri, Altdorf

    As a company in the field of electricity generation with renewable energies and their high potential for the energy supply in Uri and climate policy challenges, EWA-energie Uri AG has a weighty economic, regional political and financial significance.

    In view of the upcoming concession renewals, the cantonal council instructed the cantonal government on 26 May 2021 to negotiate with CKW to obtain a majority stake in EWA-energieUri from the public sector (canton of Uri, corporations and possibly municipalities). After several years of negotiations, a deal was reached in May 2023. The key element: CKW sells 52.3 percent of the shares to a bidding consortium consisting of the canton, the corporation of Uri and two energy infrastructure funds managed by Swiss Life Asset Managers. This means that the previous majority shareholder will in future still hold a 10 percent share. The purchase price for the 52.3 percent share package is CHF 180 million. The municipalities of Uri have the option of acquiring an additional 2.3 percent of the shares.

    The composition of the seven-member Board of Directors is as follows: Canton Uri and Swiss Life Asset Managers Energy Infrastructure Fund are each entitled to nominate two members of the Board of Directors, while Korporation Uri and CKW are each entitled to nominate one member. In addition, the canton and the corporation of Uri nominate an independent member of the board of directors and together have the right to the chairmanship.

    An extraordinary general meeting of EWA-energieUri will be held on 6 July 2023. There will be changes in the Board of Directors due to the change in the majority of shareholders. The current members Marion Klein, Urs Meyer, Andreas Ruch and Pascal Ziegler will step down from the Board of Directors. Newly proposed for election for the remainder of the current term of office, i.e. until the Annual General Meeting covering the 2024/25 financial year on 28 January 2026) are:

    – Daniel Arnold, of Flüelen, in Obfelden (representative Swiss Life Asset Managers)

    Kurt Schuler is proposed for election as Chairman of the Board of Directors.

    With Swiss Life Asset Managers, the Canton and the Corporation of Uri were able to gain a long-term oriented Swiss partner with energy and financial expertise. Swiss Life Asset Managers has also been directly and indirectly involved in other energy suppliers in the canton for many years (Heizwerk Uri AG, Heizwerk Gotthard AG, KW Palanggenbach) through an energy infrastructure fund managed by it, in which investors based in Switzerland such as Swiss pension funds, insurance companies and foundations are involved.

    A majority shareholding in Uri again after 115 years

    CKW had held the majority of shares in EWA-energieUri since 1908. Now that the public sector of the Canton of Uri has acquired the majority, it once again holds the majority of shares in EWA-energieUri after 115 years.

    The Canton of Uri acquires an additional 8.3 percent of the share capital with the intention of offering 2.3 percent to the municipalities of Uri for purchase. As the shares are part of the canton’s financial assets, the cantonal government can carry out the transaction on its own authority – without a referendum or a decision by the cantonal council. By also acquiring an additional 10 percent of the shares, the concession-granting bodies now hold the majority in EWA-energieUri, as requested by their committees. The share package of the corporation is also acquired at the expense of the financial assets, which is within the competence of the Engeren Rat.

    Partnership with a view to the energy transition
    Martin Schwab, CEO of CKW and Chairman of the Board of Directors of EWA-energieUri, is satisfied with the agreement: “We welcome the solution reached and look forward to continuing our 115-year partnership with EWA-energieUri and the canton of Uri. Together we want to expand renewable energies and drive forward the energy transition.” One element of the future partnership is the joint expansion of solar energy in the canton of Uri – with a focus on alpine solar plants, which can make a major contribution to security of supply in winter.

    and the Corporation of Uri control a functioning and proven company. The competence of services in the area of power plant planning, maintenance and operation in Uri can also be further expanded, strengthened and secured. In this way, highly attractive jobs can be preserved for the economy of Uri and even more can be created. Thanks to the majority shareholding of the public sector, opportunities are opening up for good and future-oriented concession award solutions for the benefit of all the people of Uri. The government council is pleased to secure know-how and jobs in the canton of Uri by taking over the majority of shares. The EWA-energieUri already develops a large added value in Uri. As a Uri-based company managed according to economic principles, it should continue to enjoy favourable framework conditions. This is in line with the goals of the cantonal government

    Plans for “Unbundling Gümligen South” are on the table

    In order to be able to implement the service improvements ordered in the Federal Expansion Plan 2025 (AS25), a new railway tunnel is to be built near Gümligen. Together with other projects from the AS25, the “Unbundling Gümligen South” will make it easier for trains to cross. In the long term, this will make it possible to run a quarter-hourly service on the Berne-Muensingen S-Bahn, coupled with a half-hourly service on the Berne-Langnau S-Bahn, as well as additional capacities for long-distance traffic and freight traffic in the Aare Valley. The “unbundling of Gümligen South” provides passengers with more stability in the timetable and, together with other projects, more connections.

    450 metres of tunnel for easier crossing of trains
    Specifically, SBB is planning a new, 450-metre-long railway tunnel underneath the existing railway line between Muri and Rüfenacht/Allmendingen, in the Hüenli forest. In order to be able to operate the new tunnel, SBB must also replace the existing Gümligen signal box and relocate the transmission line in the affected area.

    Around 5 years construction time
    As things stand today, construction is scheduled to begin in May 2024. The new transmission line is scheduled to go into operation one year later and the new signal box another year later. Passengers are expected to travel through the new tunnel for the first time in mid-2028; according to current planning, it will take until the end of 2029 to complete the entire project.

    In December 2022, SBB submitted the dossier for the planning approval procedure to the Federal Office of Transport. The planning documents will be open to the public from 1 May 2023 to 30 May 2023 at the municipal administrations of Muri bei Bern, Allmendingen, Worb, Ostermundigen, Vechigen, Stettlen and Krauchthal.

    The estimated costs for the “Unbundling Gümligen South” are around CHF 200 million (+/- 10%). The project is being financed through the federal government’s 2025 expansion stage.

    Implenia is renovating the Gubrist tunnel

    The Federal Roads Office has awarded the Gubri consortium (ARGE Gubri) the third lot for the renovation of the two existing tubes of the Gubrist tunnel, Implenia reports in a statement . The construction and real estate company from Opfikon has a 40 percent stake in the consortium and is in charge. The remaining 60 percent are held equally by the Dietiker construction company Walo Bertschinger and Anliker based in Emmen LU. The total order volume is estimated at CHF 184 million in the announcement. Implenia will account for CHF 74 million of this.

    As part of the contract, the partner companies will set up 22 new SOS niches in the second tube and refurbish the existing 24 SOS niches in the first tube. In addition, the roadway in both tubes will be lowered by 30 centimeters and a new, higher intermediate ceiling will be installed, explains Implenia. The aim is to adapt the driving space to today's requirements.

    The refurbishment of the two tubes is planned to follow the establishment of a third tube of the Zurich northern bypass, which is currently under construction. The start of the preparatory work for the renovation of the two existing tubes is dated autumn. The takeover of the project is in line with Implenia's strategy of "focusing on large, complex infrastructure projects with the Civil Engineering Division," the statement said.
