    Nidwalden pools its blue light forces

    The 33,000 square meter site on Kreuzstrasse is now completely built over. Many of the buildings are in need of considerable renovation, including the cantonal police and prison buildings. In addition, there are operational deficiencies such as a lack of escape routes or inadequate separation between public and staff entrances.

    On the basis of a broad-based investigation, the cantonal government has decided to completely reorganize the site and build new replacement buildings. The aim is to create a modern security competence center that improves functional processes, increases security and is more economical in the long term than selective renovations.

    Bundled blue-light organizations
    The site is currently home to the police, prison, road safety center, road inspectorate, justice department and public prosecutor’s office. Due to the central location, the possibility of relocating additional emergency services, in particular the fire department and ambulance service, to Kreuzstrasse is being examined. The aim is to create a location with short distances, coordinated processes and clear responsibilities.

    Test planning has shown that this bundling on the existing site is realistic. It confirms that the spatial requirements of the current uses and additional organizations can be implemented on the site without obstructing the site’s development potential.

    Prison with a view to future needs
    The future direction of the cantonal prison was also analyzed in depth as part of the test planning. The demand for prison places in Switzerland is high, particularly for inmates in need of care in the penal system. Against this background, Nidwalden is examining how the new prison facilities should be dimensioned and functionally aligned in order to meet demand in the long term.

    Design plan and indicative project
    The District Council has approved a planning credit of CHF 1.63 million for the design plan and indicative project. The planning will be continued with a clearly defined group of users – the cantonal police, rescue service, fire department, justice department, public prosecutor’s office, prison, road inspectorate, road safety center and selected administrative units.

    The design plan is intended to create the legally binding framework for the next planning steps. It specifies which uses are permitted where, how development, open spaces and urban planning are to be designed and which stages are possible.

    Adjustments to the process and open sub-projects
    Several planning teams were initially involved in the study commission for the design plan and indicative project. In the course of 2025, however, it became apparent that the development with a moderate expansion of the existing traffic circle would not be sufficient in view of new traffic forecasts. At the same time, a new option for the road safety center came into play. Obwalden is planning a new building in Sarnen and synergies of a shared location with test halls and test tracks are being examined.

    In order to be able to react more flexibly to these changes, it was decided to terminate the study contract in its previous form and to continue working on the indicative project with just one planning team. In October 2025, the District Council also requested more planning certainty, particularly for the two sub-projects “Road Safety Center” and “Prison”, before the design plan and indicative project are definitively completed.

    Next steps and timetable
    The design plan will cover the three local municipalities of Stans, Buochs and Oberdorf. The corresponding municipal assemblies or ballots for decision-making are currently scheduled for 2027.

    The first loan applications for architectural competitions for individual buildings of the security competence center are expected from 2028 at the earliest. Until then, it will be a matter of clarifying the unresolved issues relating to development, the prison layout and the traffic safety center.

    Canton Aargau approves Vinea project in Spreitenbach

    The municipality of Spreitenbach can realise the Vinea design plan for the construction of flats at the entrance to the village. The Department of Construction, Transport and Environment(BVU) of the Canton of Aargau has approved the design plan, according to a press release. It forms the planning basis for the realisation of a development with around 37 flats on the previously commercially used site south of the Landstrasse and Wigartestrasse junction.

    According to the municipality, the planned development comprises three buildings. A four-storey building is to be constructed along Landstrasse, a three-storey building on Wigartestrasse and a two-storey building directly facing the village stream.

    A traffic-free inner courtyard is to be created between the buildings, which will be available to residents. The underground car park is intended to increase the quality of living and contribute to sustainable development.

    Vinea is based on the indicative project by Hunziker Architekten AG in Baden-Dättwil and SKK Landschaftsarchitekten AG in Wettingen AG. Metron AG in Brugg AG drew up the design plan together with the client and the municipality of Spreitenbach. The Vinea site is currently built on with a commercial development. A development study was prepared by Hunziker Architekten back in 2018. After weighing up various options, the municipality decided in favour of a longitudinally oriented development along the road in order to “create optimal urban planning conditions”.

    The Zurich Innovation Park combines research, development and aviation utilisation in a unique way. An area for the innovation park and for a research, test and industrial airfield will be created in the south-western part of the Dübendorf airfield. This vision includes not only modern infrastructure, but also publicly accessible green and open spaces. The project is of central importance for the region, the canton of Zurich and Switzerland as a whole.

    Design plan as the basis for sustainable development
    The newly established design plan for sub-area B creates a binding framework. It regulates the utilisation, the location of the building areas as well as design, ecological and traffic requirements. At the same time, the impact on the regional transport network is analysed in depth and green spaces are optimally integrated.

    Progress through participation and planning security
    Following a public consultation phase and the consideration of objections received, the design plan was revised and approved. It will come into force on 22 November 2024 and form the basis for future construction projects. This marks another important step towards the realisation of the Zurich Innovation Park.

    New design guidelines for Zurich Lengg: a step into the future

    In an endeavour to shape the structural development in the eastern outskirts of Zurich in a harmonious and future-oriented manner, the city council has decided on a partial revision of the building and zoning regulations (BZO) for the Lengg area. This step follows a careful examination and aims to implement the development principles laid down in the “Lengg Masterplan” and the cantonal structure plan in a binding manner. The design plan obligation aims to ensure that new construction projects and outdoor spaces are not only aesthetically pleasing, but also take into account environmental aspects and the local transport infrastructure.

    The Lengg area, embedded in the Hirslanden and Riesbach neighbourhoods and adjacent to Zollikon, is home to important institutions in the healthcare and research sector. The imminent opening of the new University Children’s Hospital Zurich (Kispi) will further strengthen the importance of Lengg as a medical and scientific cluster. This location is also characterised as a popular recreational area and as a showcase for pioneering medical innovations.

    The strategic development of Lengg, coordinated by the area management, aims to ensure a harmonious interplay of diverse uses and to strengthen the area as a whole. The Department of Health and Education, under the direction of the Office for Spatial Development of the Zurich Building Department, has drawn up a master plan that sets out a long-term perspective up to 2040 and serves as a basis for the future planning and realisation of construction projects.

    By implementing the Lengg design plan requirement, the City of Zurich is confirming its commitment to well thought-out and integrated urban development that meets the requirements of a growing metropolis and at the same time improves the quality of life of its residents.

    Steiner AG wants to build 13 residential buildings in Wollerau

    Steiner AG has submitted the guideline project and the design plan for the Unter Erlen residential development. According to a statement by the real estate developer on LinkedIn, the project comprises 13 staggered buildings on a slope. All of the 62 Minergie-standard flats with 2.5 to 5.5 rooms planned in the terrace houses will have an unobstructed view of Lake Zurich.

    Seraina Investment Foundation, the investment foundation of Steiner Investment Foundation, acquired the property in 2021. It was established in 2016 as an independent and self-managed investment foundation and renamed Seraina Invest at the end of 2022. It has a portfolio of over 45 projects and an investment volume of over 1.4 billion Swiss francs.

    Together with Seraina Invest and the Meister family as neighbours in the development perimeter, Steiner AG invited tenders for a study. Finally, seven teams were invited to prepare their designs for this challenging area. The evaluation committee decided in favour of the vision of NUSUS Architekten and Studio Vulkan Landschaftsarchitektur.

    The public plan submission for the Unter Erlen design plan has been running since 6 October 2023 in the municipality of Wollerau. Landowners, developers and planners hope to be able to start construction of the buildings and flats in 2028. The construction costs are estimated at around 50 million Swiss francs.

    The design plan for the Obertor area was drawn up in a cooperative process with the participation of interest groups from the old town, representatives from the people's initiative for Obertor, the landowners, the city council and the city administration, the administration of the city of Winterthur informs in a message . According to her, the city council of Winterthur has now approved the design plan. Objections can be raised until October 12th.

    Shops, offices and apartments are to be built on the approximately 6,500 square meter area in the old town. The design plan provides for different uses for the individual properties. Shops on the ground floor and apartments on the upper floors are planned for the buildings at Obertor 11 and 13. The historical inventory of the building at Obertor 17 is intended to be used to furnish offices. In the court properties Obertor 15 and 17a, the establishment of an innovative mixed use of residential and commercial is planned.

    At Badgasse 6, the concept aims to use wellness based on what was once the so-called bathtub mosque, is further explained in the communication. If this turns out to be impractical in practice, renting a health center, for example, will be considered as an alternative. The inner courtyard between Obertor and Badgasse is to be made accessible to the public as a “green island”.
