    Lucerne wants to use transport infrastructure as solar power plants

    The canton of Lucerne wants to use more solar energy to generate renewable electricity and heat and utilise additional areas of the canton’s own road infrastructure as solar power plants. The canton plans to equip bridges, tunnels, galleries, noise barriers, carriageways, embankments and retaining walls with photovoltaics.

    According to a press release, ten times more energy could be generated by utilising the sun at the most suitable locations than is currently the case. The photovoltaic potential on these areas could therefore be increased, according to the technical report “Potential for renewable energy production in the canton of Lucerne”, which was published in 2024.

    Two pilot projects should provide concrete figures on the electricity generation potential. Photovoltaic systems are to be installed on the noise protection gallery in Knutwil and at the Rontal bridge near Buchrain and Dierikon. According to the press release, 1 gigawatt hour of renewable electricity could be generated on these sites.

    The plant on the Rontal Bridge is due to go into operation in 2025 and is being realised by the canton, which plans to generate its own electricity there. The Knutwil noise protection gallery has the largest area of the properties analysed. It is the size of half a football pitch and the plant there is scheduled to supply solar power from 2026.     Climate change is a global challenge. The Canton of Lucerne also expects drier summers, more hot days, more heavy precipitation and winters with less snow in the future.

    Lucerne pursues a dual strategy
    In its climate policy, the Canton of Lucerne aims to reduce greenhouse gas emissions in the canton to net zero by 2050, in line with the objectives of the federal government and the Paris Climate Agreement. Net zero means that although greenhouse gas emissions will continue to be produced in certain areas, they will be removed from the atmosphere to at least the same extent.

    Since the effects of climate change will continue to increase in the coming years – even with climate protection measures – the Canton of Lucerne intends to implement additional measures to adapt to climate change.

    The Lucerne cantonal government has set out this dual strategy and corresponding measures in its planning report “Climate and Energy Policy 2021 of the Canton of Lucerne”. in 2022, in its “Measures and Implementation Planning for Climate and Energy 2022-2026”, it showed specifically how which measures are to be implemented in the coming years.

    Measures from spatial development to education
    An overview of measures shows a total of 134 measures for climate protection and adaptation in various areas such as spatial development, buildings, mobility and transport, dealing with natural hazards, energy, waste disposal and recycling, water management, forestry, agriculture, health, industry and education.

    As concrete measures for climate protection, the Canton of Lucerne wants, for example, to adapt energy regulations for new buildings, promote environmentally friendly building materials, launch programmes for the efficient use of resources in agriculture or examine innovative approaches to waste avoidance in trade and industry.

    In order to adapt to climate change, the Canton of Lucerne is planning spatial planning measures for flood protection, raising the awareness of vulnerable population groups in the event of heat waves, promoting reforestation or legal foundations for climate-adapted settlement development.

    Swisspor wants to set up a production plant for mineral insulating materials and a service center in Reiden Mehlsecken. The internationally active company based in Stans has secured the area of 200,000 square meters designated by the canton of Lucerne as a strategic work area, according to the Lucerne State Chancellery in a press release . The establishment of a building and environmental technology cluster planned by swisspor is supported by the canton of Lucerne and the municipality of Reiden .

    swisspor will use 145,000 square meters of the total area of the site for its own facilities. The remaining area is reserved for research institutions and other companies active in the field of building and environmental technology. The Lucerne University of Applied Sciences and Arts wants to expand its existing cooperation with swisspor in Reiden Mehlsecken.

    In addition, other industry-related companies and research partners are to be recruited. The coordination for this was taken over by the Switzerland Innovation Park Central , according to the statement. The Federal Materials Testing and Research Institute ( Empa ) was also addressed.

    “We support the creation of a building and environmental technology cluster with swisspor and the Lucerne University of Applied Sciences and Arts,” government councilor Fabian Peter is quoted as saying in the statement. The head of the construction, environment and economic department sees a double opportunity for the region and canton: “On the one hand, jobs, innovation and value creation are created and on the other hand, the cluster makes a contribution to achieving our climate goals”.

    The canton of Lucerne is increasing its contribution to the Energy 2022 funding program by CHF 3.5 million compared to the previous year to CHF 5.5 million. Together with the basic amount and the federal supplement, a total of around 23 million francs is available. Private individuals can submit their applications for grants to increase energy efficiency and the use of renewable energy in their own four walls from January 10th.

    As stated in a communication from the canton, the funding program has been checked and optimized after five years of experience. The inclusion of important interest groups was helpful. “Cooperation with the trade, with the various associations and with the university is important so that we can continue the success story of the energy funding program,” said Fabian Peter, the government councilor responsible for construction, the environment and energy.

    The most important changes for the year 2022 include new funding measures such as connection to a heating network with renewable energies, non-automatic wood firing and charging infrastructure for e-mobility in existing apartment buildings. There were also adjustments to the funding rates. Renewals of building insulation are now subsidized with 60 instead of 40 francs per square meter. The subsidy rates for solar thermal systems will be doubled. In addition, there are now flat-rate subsidy rates for building services up to 15 kilowatts, for example for a heat pump, a wood-burning stove or a district heating connection.
