    The transformation of the Papieri site

    The Papieri site in Biberist, Solothurn, can look back on a long industrial history: Its existence began in 1862 as the site of the “Papieri” paper mill. After almost 150 years, the factory ceased operations in 2011, most recently owned by the international paper group SAPPI. Subsequently, HIAG from Zurich acquired the 60,000 square metre site – with the aim of creating a lively and diverse quarter.

    However, the industrial spirit that is strongly anchored here is not to be lost: The “Papieri” is to continue to be used for commercial and industrial purposes. The location and general conditions of the area are still ideally suited for this. The site can be reached in a few steps from Biberist Ost railway station. In addition, it is served by the bus stops Biberist Emmenbrücke and Biberist Derendingenstrasse (BSU). Attractive pedestrian and bicycle connections are also planned for the medium term.
    HIAG has worked out a sustainable development strategy in close consultation with the canton, municipalities and other stakeholders. As early as 2013, an urban planning study was carried out in collaboration with five architectural firms. The findings of this study commission formed the basis for the master plan, which was completed in 2015 in consultation with the municipality of Biberist. The partial zone plan revision is currently underway. This is currently undergoing a cantonal preliminary examination.

    The long-term planning envisages a division of the site into two parts: The “West” area near the Biberist East railway station comprises about one third of the total area and is to become an area open to the public with quiet commerce, services, leisure, culture and housing. No concrete residential projects are planned yet. But: “The future usage regulations allow for a residential share in the western area,” says Dominik Ulrich, project developer of HIAG Immobilien Schweiz AG. The eastern area towards Derendingen, on the other hand, will be transformed into a workplace area for the manufacturing industry.

    Access to the publicly accessible western area of the site is already from the southwest. In future, the triangular Papier-Platz will mark the beginning of the site. The square is enclosed by the striking existing building at Fabrikstrasse 1, which will be made fit for the planned transitional uses by mid-2023: On the ground floor, spaces between 160 and 1000 square metres will be rented to commercial and service providers. The rooms on the upper floors are ideally suited for commercial and storage space as well as studios. Offices are also available in the neighbouring building. “The transitional use of Building 1 is planned for up to ten years. The goal is to establish uses that will last in the long term,” explains Ulrich. The dismantling of the machinery was a prerequisite for opening up the area. The machines were successfully sold in recent years and transferred to new owners.

    The centre of the area, and thus the centre, is the square by the canal: Demolition work is currently underway here to create open spaces and breakthroughs in the hall structures. So far, 17,000 tonnes of material have already been removed. HIAG attaches great importance to sustainability: 14,000 tonnes of it will be processed into granulate on site and reused. The deconstruction work is scheduled to be completed by the end of this year. From mid-2023, the construction of a new modern building is planned, which will offer around 15,000 square metres of usable space for trade, production and offices. The first tenants are expected to move in by the end of 2024. According to Ulrich, concrete negotiations are currently underway with prospective tenants.

    The paper mill shaped the community of Cham and the Zug West region for more than 360 years. A new living and working quarter with industrial charm is now being built on the former industrial site. Formative existing buildings are being supplemented with striking new buildings directly on the Lorze and implemented sustainably. The story continues and bridges are built between past and future, between people and nature, between living and working. “Sustainability” has played an important role as an overall topic since the beginning of the site development. As the client, the Cham Group committed itself to the goals of the 2000-watt society early on in the planning process and made the decision to use fossil-free heat supply out of conviction and even before the intention of certification. As the crowning glory of the ongoing sustainability efforts, the Papieri was the first area in the canton of Zug to be awarded the “2000 Watt Area” certificate today. On behalf of the Swiss Federal Office of Energy, Daniel Kellenberger thanked the Cham Group for their commitment and perseverance in not only talking about energy and CO 2 targets, but actually implementing them with the “2000 Watt Area” certificate, among other things.

    Zero CO2 emissions
    The Papieri area offers completely new foundations for an energy-efficient, climate-neutral and sustainable society. This makes it a pioneering project throughout Switzerland. Practically from the beginning of the development of the site, the Cham Group decided to completely dispense with fossil fuels for heat generation and to rely fully on the favorable location factors with hydropower, geothermal probe fields and photovoltaics. The highlight of the area is the completely CO 2 -free energy system. The entire energy supply on the site is based on 100% renewable energies. This is achieved by means of geothermal probes and a river water catchment, which each serve a central heating and cooling network via heat pumps. Thanks to a ZEV (association for self-consumption) with the renovated small hydroelectric power plant on the Lorze and large-scale photovoltaic systems of 6,500m2 on the new buildings, around 40% of the total energy required can be generated on site. “Moreover, other aspects of comprehensive sustainability are explored in practically every project, be it through “building recycling”, ie intelligent conversion of the existing building, the use of CO 2 -optimized construction principles such as timber construction, or through intelligent sharing offers in the field of mobility,” explains Lukas Fehr, Head of Development at the Cham Group.

    So far, only 43 areas in Switzerland have been certified with this label by the Swiss Federal Office of Energy –
    26 of them as a 2000-watt area “in development”. Government Councilor Florian Weber is also pleased that the canton of Zug is playing a role in this. “100 percent for 2000 watts: the Cham Group is opening up a new era of comprehensive and sustainable energy concepts for large-scale developments at the Papieri site,” says the construction director. As Energy City Gold, the municipality of Cham also celebrates the award of the papers as a “2000-watt area”. “The award is a seal of quality for the Cham Group’s site development, an incentive for others and at the same time corresponds to the community’s commitment to climate protection. After all, Cham wants to become climate-neutral internally by 2030; by 2050, “net zero” greenhouse gas emissions should even be achieved for the entire municipality,” explains Drin Alaj, Head of Traffic and Safety for the Cham municipality. And Mayor Georges Helfenstein adds: “We see the developments on the Papieri site as an opportunity and are pleased about this certification and about the new, vibrant and now also certified sustainable quarter”.

    Marketing start of the first office and commercial space
    On February 10, 2022, the rental of the shop, office and commercial space on the ground floors of the properties in the first construction phase, which will be ready for occupancy at the end of 2022, will start on the papieri-cham.ch website. The Papieri area offers space for every business model and company of different sizes. Not interchangeable and arbitrary, but sustainable, well thought out and in the middle of a lively district.

    In mid-2012, Hiag acquired the premises of the former paper mill in Biberist. The area with around 277,000 m² of industrial space was used for paper production for a good 150 years. Accordingly, it is very well anchored as an industrial location in the region and is considered a development area of cantonal importance. The area is strategically located along the A1 and A5, between the metropolitan areas of Zurich, Basel and Bassin lémanique. Within the Solothurn industrial cluster, the Papieri area benefits from the networking with numerous companies and research institutions as well as a unique, high-performance infrastructure on the area. In addition to the largely commercial-industrial use, places are to be created on the area where work, culture and leisure uses as well as living can be found.

    Revitalization of the area
    In cooperation with the municipality and the canton, work is being carried out on the transition to a binding sub-zone plan: "The sub-zone plan is currently being revised, which will encompass the entire area perimeter," says the responsible site developer Michele Muccioli to Immo! Nvest. “We expect 12 to 18 months before the zoning plan becomes legally binding. After three complete lines of paper machines have been sold in the past few years, the remaining lines are currently being sold. In addition, the settlement and provision of usable space will continue to be promoted. " Around 20 companies are currently located on the site, and around 120 people have their workplaces on the paper. Companies from a wide variety of areas are located here. The next step is the partial opening of the area in the area of the Biberist Ost train station. The aim is to activate and revitalize the area. According to Muccioli, this is now possible because the sales and dismantling of the large machines have now been completed.
