    In 2021, the people of Lucerne voted in favour of the construction of an administration building on Seetalplatz and approved a special loan of CHF 177.4 million. Due to staff growth and unexpected construction requirements, the cantonal government is now requesting an additional credit of CHF 14.25 million. In particular, the increased number of employees in the cantonal administration, especially in the Asylum and Refugee Service, requires an expansion of office space.

    In addition to the increase in space, structural adjustments will be made in order to fulfil the ecological requirements of Lucerne’s climate policy. These include an extension of the photovoltaic system from the roof area to the building façade as well as a possible extension of the building in the inner courtyard, which will lead to an improved utilisation of the property. In addition, further cost increases will arise due to building permit requirements.

    Central point of contact for the population
    Once completed in 2026, the administration building will house more than 2,000 cantonal employees and offer centralised services for the population at an easily accessible location in Lucerne North. The ground-breaking ceremony took place in September 2023 and construction work is progressing according to plan.

    The Cantonal Council will decide on the additional loan in the October session.

    Das Projekt wird als fünfgeschossiger Sockelbau und einem Hochhaus mit einem Atrium – dem «Herz aus Holz» – realisiert. Auf den Dachflächen wie auch auf Teilbereichen der Fassade sind Photovoltaik-Module für die Stromproduktion vorgesehen. Die gesamte Wärme- und Kälteversorgung erfolgt mittels eines Anschlusses an die Fernwärme «Wärmeverbund Seetalplatz». Das Projekt strebt die Zertifizierung mit den Nachhaltigkeitslabeln SNBS Gold und Minergie-P-ECO an. Für den Holz-Hybridbau und die vorgefertigten Fassadenelemente werden ca. 1420 m3 Holz verarbeitet – v.a. Fichte und Tanne. Der Holzbau trägt dabei nicht nur zum angenehmen Innenklima bei, sondern reduziert auch die CO2-Bilanz der Erstellung des Gebäudes. Die fixfertige Vorfabrikation der Fassadenelemente aus Holz in geschützten Werkhallen stellt zudem die Qualität sicher und ermöglicht eine schnellere Fertigstellung der Gebäudehülle.

    Der Kanton Luzern verfolgt eine Vorreiterrolle bei der Umsetzung der Klimaziele, wie auch Losinger Marazzi. Die Immobilienentwicklerin und Totalunternehmung hat sich zum Ziel gesetzt, ihre CO2-Emmissionen bis ins Jahr 2030 um 30 % im Vergleich zu 2021 zu reduzieren. Dieses Ziel erreicht Losinger Marazzi indem neben einem verstärkten Fokus auf Holzbau- sowie Stadterneuerungsprojekte die Nachhaltigkeit in allen Projekten als zentrales Thema behandelt wird.

    Heute ist die kantonale Verwaltung auf über 30 verschiedenen Standorten verteilt. Durch den Neubau werden im Jahr 2026 rund 1500 Angestellte unter einem Dach zusammengeführt und somit eine zentrale Anlauf-, Auskunfts- und Beratungsstelle im neuen Stadtteil Luzern Nord erschaffen, die mit allen Verkehrsmitteln bestens erschlossen ist. Zudem werden sich in den unteren Geschossen des Gebäudekomplexes die öffentlichkeitswirksamen Dienststellen, ein Polizeiposten, Gastronomie und Läden verteilen. Eine Kita im 6. OG sowie Wohnungen in den obersten Geschossen werden zum belebenden Nutzungsmix beitragen.

    New federal building receives certificate for sustainability

    The new government administration building in Zollikofen has been awarded the platinum certificate of the Swiss Sustainable Building Standard. According to a press release , this is the federal government's third award for sustainable building since 2019.

    In 2020, the new administration building on Pulverstrasse in Ittigen received the gold certificate, and in 2019 the administration center on Guisanplatz in Bern was awarded. "With the third award within a short period of time, the Federal Office for Buildings and Logistics is being rewarded for its consistent focus on sustainable building," says a press release.

    With its certificates, the Swiss Sustainable Building Network honors "high-quality and forward-looking objects" that make an ecological, social and economic contribution. In the assessment, the Zurich-based association takes into account a total of 45 indicators from the areas of business, society and the environment, including the energy consumption of a building, the flora and fauna of the surrounding area and the regional added value. The selection of the architect's office by means of a competition procedure and communication also play a role.

    According to the press release, the certified new building at Eichenweg 3 houses parts of the Federal Office for IT and Telecommunications as well as the IT Service Center of the Federal Department of Justice and Police.

    The construction of the new community center in Spreitbach has started with the ground-breaking ceremony. According to a press release by fsp architects from Spreitenbach, the new administration building is designed for a population of 15,000. When the old community center was built in 1964, Spreitenbach still had around 9,000 residents. According to the municipality's website , there are now 12,079, of which 5,986 are Swiss and 6,093 are foreigners.

    Planning for the new parish hall began in 2016. A first draft with a planned cost of more than 18 million Swiss francs was rejected. The new cost plan provides for expenditure of CHF 13 million and was approved in early 2020.

    According to an article in the "Aargauer Zeitung", architects, entrepreneurs and members of the building commission were present at the start of construction, as well as mayor Markus Mötteli (centre) and councilor Roger Mohr (SVP). "For the building commission and the planners involved, this is a big moment and the step from theory to practice," says architect and overall project manager Markus Schärer from fsp Architekten. With the new community center in a central location between the village and the commercial zone, the population will have a center and point of identification, according to the statement by fsp architects.

    According to the planning, the new community center should be ready in June 2023. It will also have an underground garage as well as a parking lot. A photovoltaic system will be installed on the roof to supply energy. The old parish hall may later be converted into a school building.

    From 2024, the Rieter campus is to offer space for around 700 workplaces on a floor area of over 30,000 square meters. To this end, the company developed an open room concept with a specialist in office architecture. With heat generation via geothermal probes and a 1,300 square meter photovoltaic system, Rieter is relying on renewable energies. “The entrepreneurial focus on sustainable and energy-efficient solutions for yarn production is thus reflected in the overall concept of the campus,” CEO Norbert Klapper is quoted as saying.

    In the course of its company history, Rieter has helped shape the city of Winterthur, said Chairman of the Board of Directors Bernhard Jucker. “Now, with the new campus, the foundation is being laid for the future as a leading technology company.”
