    Zurich focusses on the future

    The canton of Zurich looks to the north, or more precisely to Copenhagen, as a pioneering example. The Danish capital has impressively demonstrated that ambitious climate targets can be achieved without compromising on the quality of life. With an 80 per cent reduction in CO2 emissions since 2012, Copenhagen has achieved a remarkable feat. Inspired by this, the canton of Zurich is striving to achieve greenhouse gas neutrality by 2040, or by 2050 at the latest. This target, which will be put to a vote by Zurich’s electorate on 28 September 2025, is a clear commitment to a sustainable climate policy. It is not just a question of defining a target, but of consistently driving forward the effective reduction of CO2 emissions. This is an endeavour that requires determination and innovative strength.

    Success through targeted measures
    Alongside climate protection, the canton of Zurich is investing heavily in the preservation and promotion of biodiversity. Habitats for flora and fauna are being reclaimed through ecological upgrading, renaturalisation and near-natural maintenance. Successful monitoring impressively demonstrates how quickly nature adapts and thrives. One outstanding example is the upgrading of streams as part of the “Diverse Zurich Waters” programme, which led to the rapid reintroduction of dragonflies. The adapted maintenance of embankments along cantonal roads is also having an effect. Life is pulsating there, insects and small animals are once again finding a suitable habitat. These successes prove that the commitment to biodiversity is worthwhile and that nature responds quickly with targeted measures.

    Setting the course for a sustainable future
    The canton of Zurich is setting the course for a sustainable future by revising various laws and introducing new instruments.

    Noise protection ordinance
    The consultation on the revision of the Noise Abatement Ordinance, which is due to come into force on 1 April 2026, runs until 6 October 2025. This is a direct consequence of the amendments to the Environmental Protection Act adopted in September 2024.

    A new digital map now provides a comprehensive overview of the legally binding supplementary plans for “core zones” and their elements, based on the PLR-cadastre.

    CO2 Ordinance
    The Federal Council has brought the revised CO2 Ordinance into force with partial retroactive effect from 1 January 2025. It sets reduction targets for greenhouse gas emissions by 2030 and specifies measures for adapting to climate change as well as subsidies for climate-friendly technologies.

    Combating invasive organisms
    The consultation on a revision of the Environmental Protection Act, which is intended to give the cantons more powers in the fight against invasive alien organisms, is open until 13 October 2025.

    Parking regulations
    An amendment to the Planning and Building Act from 1 August 2025 will make it possible to reduce the number of parking spaces in individual cases, provided that there is no relocation to public spaces.

    ÖKOPROFIT
    This tried-and-tested programme successfully helps companies to get started with environmental management in order to reduce costs, optimise resource efficiency and improve their environmental footprint. The canton of Zurich is endeavouring to get other cantons interested in ÖKOPROFIT.

    Listed buildings
    A bill currently undergoing consultation aims to simplify the construction and energy modernisation of listed buildings.

    Deep geological repository
    The general licence applications for the deep geological repository and the fuel element packaging facility, submitted by Nagra, are now publicly accessible after being reviewed and amended.

    Expansion of large-scale hydropower
    A report published by the Federal Council on 13 June 2025 highlights the considerable potential, but also the uncertainties surrounding the renewal and expansion of large-scale hydropower.

    Zurich is ready to take on the challenges of climate change and utilise the opportunities for a more sustainable future. It’s time to act, or as they say in Denmark “Så kom nu i gang!”

    Building the future means taking responsibility

    Mr Binkert, you have been working in property development for decades. What drives you personally and what is your vision for the future of architecture and property development?property development is also spatial development. With every building, we change our environment, the space around us. This change should be an improvement, not a deterioration. I am concerned with the question of the rules that we must observe to ensure that our built environment remains sustainable, liveable and fit for the future. I see the future of property development in creative, holistic planning that combines social needs with technological possibilities and puts people and the environment at the centre.

    Which project has had a particular impact on you?
    Every project broadens the horizon of experience – but Greencity Zurich was a turning point for me. It was the first time we developed concrete rules for Losinger Marazzi on how a neighbourhood has to be planned, built and operated in order to be considered truly sustainable. This project showed me how profound an impact sustainability can have when it is systematically thought through and implemented. The fact that Losinger Marazzi emerged as Switzerland’s first “green general contractor” was a strong sign that sustainability can also be a model for economic success.

    As President of the 2000-Watt Smart Cities Association, you are committed to sustainable and energy-efficient cities. How do you specifically integrate sustainability aspects into your projects?
    In Greencity Zurich, we developed comprehensive rules for the planning, construction and operation of a sustainable urban district for the first time. This resulted in the “2000-Watt-Areal” label, which has certified over 50 urban neighbourhoods throughout Switzerland. Today, we are developing it further under the authorisation of the Swiss Federal Office of Energy – with a view to the smart city. We were recently able to certify the first project in India.

    The biggest challenge remains the balance between ecological, social and economic sustainability – especially internationally. In China, social demands are difficult to realise, in Brazil there is often a lack of environmental understanding, in the Emirates economic efficiency is not an issue. In Switzerland, too, it takes empathy, understanding and perseverance to implement viable, sustainable solutions.

    You have international experience, including in the USA and India. What differences and similarities do you see in urban development between Switzerland and these countries?
    The main difference lies in the pace of growth: emerging countries with rapidly growing populations need a lot of new space quickly and cheaply – often at the expense of quality. There, sustainability is a promise for the future that is often met with scepticism. Sustainability costs a lot in the short term, but only yields returns in the long term, but then, according to our assumptions, it covers the costs many times over.

    In the western world – where growth is stagnating or declining – other values take centre stage: social justice, the circular economy, biodiversity. Here, sustainable development is increasingly seen as a prerequisite for quality of life. However, the demand that the West must also pay for sustainable development in emerging countries is also pushing wealthy countries like Switzerland to their limits.

    What trends do you see in future urban and area development and how do you envisage the forms of housing of the future, particularly with regard to demographic change, increasing urbanisation and densification?
    We are at a turning point. The construction industry urgently needs to catch up in areas such as digitalisation, automation and artificial intelligence. We are still building “brick and mortar” – as in Roman times. While basic human needs have hardly changed, the technical possibilities certainly have. The megatrends – demographic change, health, the future of work, the climate crisis – require new answers to the question of how we live. We must have the courage to question the status quo, break new ground and try out solutions that did not exist in the past.

    The “housingisation of Switzerland” cannot continue. What used to work in a Switzerland with 6 million inhabitants and limited mobility is now leading to collapse. We need to see ourselves more as part of the universe again, in which we are just one of many species – not as dominators. Every day we see the consequences of our short-sighted use of finite resources, diminishing biodiversity and the waste of energy.

    In future, we will move closer together, make space for others, live more efficiently and with greater sufficiency. To ensure that this does not diminish our quality of life, we need to make better use of the technological opportunities that are already available to us today and those that we will develop in the future. We will live more urbanised lives than we do today, we will meet our daily needs within walking distance and we will be better connected.

    We have now reached 9 million inhabitants in Switzerland. The property industry has been talking about a Switzerland of 10 million for some time now. In your opinion, are we sufficiently prepared for this and where do you still see a need to catch up?
    The idea of a Switzerland of 10 million is already outdated. If we want to enable our ageing society to live comfortably, we need an additional young and well-educated workforce – we need a 12-million-strong Switzerland! We must offer sustainable solutions to the expected migration flows of climate refugees and war refugees without jeopardising our culture and history. The faster and better we prepare for this, the more we will be able to benefit from it.

    We are ill-prepared for the exogenous paradigm shifts. Although we are aware of the pull of the big cities, we do not offer any alternatives. We still work with zoning plans, even though these are no longer able to reflect our production and our way of life. We stare spellbound at the successful crowd-pullers of Zurich, Basel and Geneva instead of recognising and exploiting the dormant qualities of small towns such as Lenzburg, Brugg, Wetzikon or Glarus. There is an urgent need to catch up here.

    Our vision of Smart City Switzerland is not a megacity with a sprawling agglomeration – quite the opposite: we are proposing to become more compartmentalised again. It is not the large Swiss cities that should grow, but the medium-sized and well-connected smaller cities that should become denser and more urbanised – with plenty of green space in between. Urbanisation includes the improvement of amenities, cultural enhancement and, in particular, the creation of new jobs. And where research on settlement development identifies gaps in the urban network, we must also have the courage to build new cities.

    What roles and long-term vision do you see for the Glarus economic region and which key projects will characterise the coming years?
    Glarus North is the economic backbone of the canton – with its location, infrastructure and proximity to the Zurich economic area, it offers enormous potential for production and services. Glarus South, on the other hand, scores highly in terms of nature, recreational value and quality of life. These two areas should be considered much more in terms of a functional symbiosis. The Glarus 2030 vision shows clear prospects for this, but it needs to be supported more broadly. Key projects in Näfels-Mollis and Niederurnen-Oberurnen would be ideal catalysts, but have so far been underutilised – not even in the recently adopted municipal structure planning. Narrow cantonal and federal regulations on building zone dimensions are slowing down development – there needs to be room for manoeuvre for future-oriented solutions.

    One of your students’ Master’s theses analyses Glarus North as a potential sub-centre in the Zurich economic region. How do you assess the development potential of this region, particularly with regard to infrastructure, industries, jobs
    and housing?

    The potential of Glarus North is impressive. Our studies on Smart City Switzerland show that there is space for a medium-sized city on both sides of Lake Walen – but whether this is created in Glarus North, Ausserschwyz or Sarganserland ultimately depends on the political will of the residents.
    The aforementioned HSLU master’s thesis examines the relationship between the large city of Zurich and the surrounding sub-centres (nodes of second centrality). The current situation of the brain drain and the salary mercenaries who commute back and forth between rural Glarus and urban Zurich is contrasted with the vision of the 15-minute town of Glarus Nord. The master’s thesis confirms the interdependence of spatial planning and economic development, of densification and diversity of use, of jobs and living space.

    What needs to happen from a planning and political perspective so that Glarus not only grows, but also helps to shape the future?
    From the perspective of Smart City Switzerland, the Federal Office for Spatial Development ARE must revise spatial planning throughout Switzerland and create new open spaces for densified settlement development. On this basis, existing cities can be densified or even new regional cities (nodes of second centrality) and small towns (nodes of third centrality) can be developed.

    For Glarus, this specifically means active lobbying in Bern to position Glarus North as a business location. This is the only way for the canton to free itself from the role of passive follower in financial equalisation. A clear decision needs to be made between a wait-and-see approach and active participation. If you want to help shape the future, you have to invest – in planning and development, infrastructure, location marketing and political persuasion.

    What role does the cantonal structure plan play in this and what influence can be exerted at communal level?
    The cantonal structure plan reflects the current situation and takes a linear approach. It does not reflect the paradigm shifts that we will be facing in the coming years. The structure plan also offers insufficient flexibility to be able to react to the new exogenous and endogenous challenges.

    The scope for influencing the overarching structure plan is limited. The municipality is dependent on the canton, and the canton in turn is dependent on the federal government. In addition, the requirement for planning consistency makes any innovation difficult. The reaction times are too long. Nevertheless, there are levers: pilot projects and development centres (ESP) make it possible to test innovative ideas and try out new urban models.

    Today’s 105th immoTable in Glarus makes an important contribution to the urgently needed discussion on whether Glarus wants to become a location for the future.

    Think circularly, build together

    The Circular Time Lab at Lucerne University of Applied Sciences and Arts brings together theory and practice, design and craftsmanship, teaching and urban development. It is an interdisciplinary project of the Competence Centre Typology & Planning in Architecture and the architecture degree programme at HSLU. Together with students from timber construction companies in the region, the students develop structures that are not only architecturally appealing but also fully reusable.

    The focus is on learning and designing together. The students gain an insight into manual processes and technical possibilities, while the trainees participate in design processes. The result is a deep understanding of resource-conserving construction that closes cycles and preserves material value.

    Experience architecture – in the centre of Lucerne
    Since June 2025, the results of this collaboration can be experienced at two central locations in the canton of Lucerne, on the Inseli near the railway station and at the Viscosi site in Emmenbrücke. There, airy wooden structures with colourful fabrics invite you to linger, observe and pause. They offer protection from the sun and rain and at the same time inspire reflection.

    The structures are more than just aesthetic interventions in the urban space. They are built statements in favour of a building culture that takes responsibility. Their open design invites people to engage in dialogue and makes sustainability visible and tangible. The “Lucerne Summer” thus becomes a field of experimentation for an architecture that aims for impact rather than permanence.

    Circularity instead of deconstruction
    Reuse is at the centre of the Circular Time Lab. The wooden pavilions are not designed as one-off buildings, but as temporary structures with a future. Existing timber components were used for the initial construction. All connections are detachable and all dimensions are retained. The pavilion will be dismantled in autumn 2025 and a new pavilion with a new function will be built from the same elements in 2026.

    This iterative approach not only conserves resources, but also trains planning thinking. After all, circular construction requires creativity and precision. How does an old beam fit into a new design? How do you create beauty without waste? These questions accompany the participants of the Circular Time Lab throughout the entire process and strengthen their skills for the sustainable construction of tomorrow.

    Part of an international network
    The Lucerne project is embedded in the European research programme BAUHALPS, Building Circular in the Alps. in this programme, 13 partner institutions from six countries are jointly developing new strategies for circular construction in the Alpine region. The Circular Time Lab serves as a living real-world laboratory. A place for experimentation, exchange and applied research.

    The cooperation not only opens up new perspectives for students and trainees, but also international networks. In this way, a local timber construction project becomes a building block for transnational change, an impulse that radiates far beyond Lucerne.

    The future begins on a small scale
    The timber structures of the Lucerne Summer may seem small at first glance. But they harbour big ideas: collaboration, circular economy, education and responsibility. The Circular Time Lab shows how sustainable construction can be anchored in education and made visible in public spaces. Because if you want to reuse materials, you first have to rethink ideas.

    The canton of Fribourg is sharpening its profile in global competition. With fribourg.swiss, the economic development agency is focusing on a clearer and internationally recognisable brand. The new platform is aimed specifically at companies, investors and innovation players in Switzerland and abroad. Thanks to the official domain extension “.swiss”, the affiliation to Swiss quality standards is emphasised in a compact, accessible and strong brand.

    Making excellence visible
    “fribourg.swiss is our strategic showcase to the outside world,” says WIF Director Jerry Krattiger. The focus is on companies, educational and research institutions as well as centres of excellence that shape the economy of the canton of Fribourg. Topics such as the bioeconomy, Industry 4.0, life sciences and technology transfer demonstrate the diversity and future viability of the location.

    Multi-channel communication for maximum reach
    The new brand is already active on all external channels, from the website to newsletters and international LinkedIn activities. The content is distributed worldwide via embassies, consulates and specialist networks. At the same time, the new brand identity also strengthens the internal perception of the economic strengths and creates a shared awareness within the canton.

    Visibility and identification
    With fribourg.swiss, the canton of Fribourg is opening a new chapter in location marketing. One that focuses on digital clarity, international reach and regional anchoring. The canton’s economic dynamism is thus becoming more visible and more widely recognised, both within and outside Switzerland.

    Alpine solar plant for Central Switzerland being built in Spiringen

    APV Sidenplangg AG, a partner plant of the Uri-based energy service provider energieUri AG from Altdorf and the green electricity producer aventron AG from Münchenstein BL, are building the first alpine solar plant in Central Switzerland, as detailed in a press release. The plant is located in the Sidenplangg area above the village of Spiringen in the Schächental valley in Uri.

    The alpine photovoltaic plant covers an area of 10.7 hectares at an altitude of 1800 to 2000 metres above sea level. The energy is fed into the grid via an existing transformer station. The plant will have an output of 8 megawatts and will generate 12.5 gigawatt hours of renewable solar power per year from 2029. The investment costs amount to CHF 40 million, of which CHF 31 million will remain in the form of contracts for regional companies in the canton of Uri, according to the press release.

    According to the press release, projects under the national Solar Express Initiative are essential for the security and independence of Switzerland’s electricity supply. Switzerland is particularly dependent on the expansion of its winter electricity production. The altitude and production profile make alpine solar plants such as the one in Spiringen particularly suitable for winter electricity production, as they generate three times as much electricity in the winter months as their counterparts in the lowlands.

    “We are delighted to be realising the first alpine solar plant in Central Switzerland together with our partner energieUri. This project underlines the successful cooperation between the Central Plateau and the mountain cantons as well as the joint commitment to renewable Swiss energy production,” said Dominik Baier, Chairman of the Board of Directors of aventron AG.

    Zug city parliament supports Metalli development plan

    The Metalli development plan has entered the political approval process, the Zug Estates Group announced in a press release. The property company, which focuses on Zug as a business and living space, is planning to develop the existing shopping avenue into a lively district. The aim is to create additional living space and new green public outdoor areas.

    The city council of Zug had already approved the Metalli development plan on 8 April. On 17 June, the development plan was also approved in the first instance by the Zug City Council. The plans will now go out for public consultation before returning to the Grand Municipal Council for a second reading in spring 2026. Zug Estates can then initiate the actual planning process with an architectural competition.

    The Metalli development plan envisages the creation of 160 new flats, 130 of which will be in addition to the existing housing supply. To this end, extensions to existing buildings and a new tower block are planned. A new square with a connection to the railway station site will serve as the entrance to Metalli. Zug Estates also wants to create a public and park-like roof terrace.

    “With the Metalli Living Space project, we are picking up on proven qualities and preserving the characteristic architecture of the Metalli with its glass roofs, arcades and typical materialisation,” Peter Wicki, Head of Project Development at Zug Estates, is quoted as saying in the press release. “Thanks to the targeted upgrading and modernisation of the infrastructure and the increased attractiveness of the shopping avenue, the Metalli living space is also an opportunity for the preservation and further development of retail and gastronomy.”

    Aargau shapes the future with a development model

    The canton of Aargau is a dynamic region with a high quality of life and economic attractiveness. In order to secure this strength in the long term, the cantonal government has adopted the 2025-2034 development model (ELB). This formulates clear goals and lines of action that respond to the key challenges of our time: population growth, climate change, digitalisation and a shortage of skilled workers.

    The focus is on actively shaping the further development of the canton in close cooperation with municipalities, companies, research institutions and the population. The guiding principle “Together for Aargau” summarises this collaborative approach. The ambitions in the areas of economy, society, environment and administration can only be successfully realised by working together.

    Three strategic priorities for a strong region
    Think holistically and intensify economic development
    Aargau wants to continue to position itself as an attractive location for companies, research and innovation. To this end, targeted framework conditions are being created to maintain and expand value creation and employment in the canton.

    Shaping space, securing foundations
    In the area of conflict between living, working, mobility and nature, intelligent spatial planning is essential. The aim is to proactively manage conflicts of use and protect natural resources.

    Strengthening efficient municipal structures
    The public sector should act in an efficient, cooperative and citizen-centred manner. Municipal mergers, inter-municipal cooperation and digitally supported services form the basis for this.

    These priorities are underpinned by 30 specific areas of focus that are integrated into the task and finance plan and are reviewed annually.

    Sustainability requires room for manoeuvre
    The financial framework for implementing the strategy is secure. Even if structural deficits are expected from 2026, the well-filled equalisation reserve will allow the continuation of all planned measures until 2034. Tax relief will be reviewed depending on the situation and with a view to the overall financial situation. This ensures that the canton’s room for manoeuvre is also maintained in the long term.

    From vision to implementation
    The EFA will be implemented in stages and is closely linked to medium-term planning. Numerous projects are already underway as part of the existing development agenda, from energy-efficient construction and innovation promotion to integrative housing models. New projects will be initiated, prioritised and provided with suitable resources in future.

    Progress will be reported transparently on an annual basis. This is an important step towards a fact-based and trustworthy location policy. The cantonal government is thus committed to agile, dialogue-oriented management of cantonal development in close coordination with all relevant stakeholders.

    The 2025-2034 development model is much more than a political planning instrument. It is a powerful promise to a population that prioritises quality of life. To companies that are looking for reliability and innovation and to municipalities that want to help shape their future with confidence. Aargau is thus positioning itself as a modern canton with a clear compass. Economically strong, ecologically responsible and socially anchored.

    Climate fund Stadtwerk Winterthur awards grants

    The Stadtwerk Winterthur climate fund is awarding 70,000 Swiss francs for environmentally friendly projects this year, according to a press release. The climate fund has been supporting climate protection, energy efficiency and CO2 reduction projects since 2007.

    Next Gas GmbH, based in Kloten, will receive a sum of 30,000 Swiss francs. It develops biogas reactors for small and medium-sized farms. This utilises the potential of liquid manure to generate decentralised heat and electricity. The funding will be channelled into a pilot project in which Next Gas’s fermentation process will be tested during ongoing operations.

    A pilot project organised by the Soily association will be supported with CHF 20,000. Here, a special compost with an ideal mixture of microorganisms is being tested on farms in the Winterthur region. A test field of 50 square metres will initially be set up for this purpose.

    SimpleTrain GmbH, based in Wallisellen, offers an online platform for international train journeys. The expanded platform will also enable bookings for routes that were previously not connected. With the support of Klimafonds Stadtwerk Winterthur, specific routes such as the one from Winterthur to Barcelona via Lyon will be offered. SimpleTrain is also receiving support totalling CHF 20,000 for the project.

    The fund is financed in part by voluntary contributions from electricity customers amounting to 2 centimes per kilowatt hour consumed. For an average household of four, this amounts to CHF 8 per month, according to the press release.

    Erlenpark Näfels creates new living space

    On the 16,000 m² “Feld” site in Näfels, the municipality of Glarus Nord is realising a pioneering residential development together with FT3 Architekten AG. A total of ten apartment blocks with around 98 flats are being built in three rows of buildings. The flats are between 1½ and 5½ rooms in size and are aimed at people at all stages of life – from singles and families to senior citizens. The diverse range of apartments is intended to promote a social mix and revitalise the neighbourhood.

    Quiet inner courtyard as the centrepiece of the development
    The special geometry of the plot results in a diamond-shaped arrangement of the buildings, which enclose a green inner courtyard measuring around 6,800 m². It acts as the centre of the car-free development and offers space for people to meet and relax – protected from the noise of the surrounding traffic routes. The staggered residential buildings also provide a rhythmic structure and create architectural quality as well as optimal sunlight for the flats.

    Car-free and central access
    A central feature of the project is its consistently traffic-free design. Access and all parking facilities are bundled at a central point, keeping the entire residential area free of motorised traffic. This increases safety, creates attractive, liveable open spaces and meets the current requirements for residential and urban development.

    Signal for site development and building culture
    Municipal president Fritz Staub sees Erlenpark as a strong signal for municipal development. Shortly after the overall revision of the NUP II land use planning came into force, the project is an example of how high-quality, space-efficient residential construction projects can be realised in the canton of Glarus. The ground-breaking ceremony took place in April 2025 and the first construction phase will be completed by summer 2027, followed by the second and third phases by autumn 2028.

    Modern construction with high standards
    The planning and realisation by FT3 Architekten AG follows a clear architectural approach. Towards the street, the buildings appear closed and compact, while they open up towards the inner courtyard with generous balconies. The staggering of the storeys supports the natural lighting and gives the buildings a clear structure. Erlenpark is thus a successful example of modern, high-quality construction in the Glarus region. A project with a signal effect for site development in rural centres.

    Rethinking linen

    The Biäsche work area combines location qualities that are rare in this form. The motorway junction, a goods station and natural recreational areas are right on the doorstep. Between municipal boundaries, transport axes and the natural environment lies an area that is to be economically considered, intelligently planned and sustainably utilised. The plots are in public, private and cantonal ownership. A constellation that requires integrative development.

    From area to function
    There is currently a lack of maturity in terms of planning and building law. Without development and development planning, the potential remains unutilised. For this reason, a test planning procedure examined various utilisation scenarios and development strategies. The aim was to create a clearly positioned, marketable economic area that is ready for low-emission, high value-added businesses. Staging this development is key. The site can only be developed sustainably in the long term with flexible, compatible concepts.

    One location, many interests
    The municipality of Glarus Nord holds 3.8 hectares of undeveloped employment zone land in the Unterflechsen sub-area. The canton of Glarus owns a further 2.7 ha in the neighbouring Mittelflechsen area. There are specific interests for this area. A salmon farm and a new penal centre are under discussion. The area is supplemented by private land and existing uses. This diversity makes spatial coordination a key planning task.

    Infrastructure as a driver of development
    Biäsche is ideally positioned in terms of transport links. The area is served by national transport routes operated by SBB and FEDRO. However, future-proof development requires that motorised traffic, public transport, pedestrian and bicycle traffic as well as supply and disposal infrastructures are coordinated and planned with foresight. This is the only way to create a location that is economically attractive and ecologically responsible.

    Indicative project as the key to progress
    After the test planning for the Biäsche site development was completed in June 2023, the concepts of Ernst Niklaus Fausch Partner AG and Studio Vulkan Landschaftsarchitektur AG will be further developed into an indicative project by August 2025 as part of a synthesis phase. As a synthesis, the indicative project summarises the parameters of the site development that the signatories consider to be correct and shows the main features of how the site should develop in the short, medium and long term. This serves as the basis for the subsequent development plan and perimeter procedure.

    A study conducted on behalf of the Federal Office for Spatial Development and the Federal Office for Housing puts it in a nutshell. Objections (60 %) and appeals (61 %) are considered to be the biggest obstacles to the realisation of new projects for Swiss housing developers. In the comprehensive survey of over 440 experts from the construction industry, architecture, law and administration, it became clear that the current system is largely too susceptible to delays and abuse.

    In particular, so-called abusive objections are a source of displeasure. These often do not serve to protect legitimate interests, but to deliberately block construction projects, sometimes with extortionate motives.

    Massive consequences for the market and society
    The impact on the housing market is far-reaching. Around 80 per cent of the construction managers surveyed stated that objections and appeals were delaying the market launch of flats. 71 per cent reported significant cost increases, which is ultimately reflected in higher rents and purchase prices.

    Especially in times of acute housing shortages, this development harbours political and social dynamite. Calls for decisive countermeasures are growing louder.

    Experts call for targeted intervention in the appeals process
    The authors of the study propose far-reaching measures that the federal government, cantons and municipalities should implement in order to speed up planning and approval processes. A key recommendation is that the right of appeal should be restricted to “directly and particularly affected persons”. Residents with a general interest would no longer be automatically legitimised.

    In addition, admissible objections should in future be limited to specific, individual interests. The abolition of the suspensive effect of building law appeals is also under discussion in order to counteract arbitrary delays.

    Systemic relief for the authorities
    Another lever relates to the structure of the appeal bodies. A reduction in the number of appeal stages, improved coordination between the relevant authorities and clearly defined deadlines could noticeably speed up procedures. It is also crucial that the authorisation offices are adequately staffed, particularly in cities with high levels of construction activity.

    Political decisions are imminent
    The study was conducted as part of the national action plan against housing shortages. The ARE and the BWO are now examining the proposed measures for forwarding to DETEC and the EAER. On this basis, the Federal Council will decide which proposals to recommend for implementation.

    One thing is certain: without far-reaching adjustments to the legal protection procedure, there is a risk of further years of deadlock. The political will for structural reform is now needed for sustainable housing development.

    Stable fund with growing appeal
    Despite high expenditure, the Vocational Training Fund remains financially stable. At the end of 2024, it had a solid balance of CHF 15.4 million. This financial cushion ensures continuous support for vocational education and training, even in economically challenging times. In addition, the Zurich model is gaining attention beyond the canton’s borders and is increasingly regarded as best practice for other German-speaking regions of Switzerland.

    Social support for the dual system
    “Vocational education and training offers prospects, orientation and stability in a dynamic environment,” emphasises Ruth Köfler-Apitzsch, Head of the Office. The fund is a reliable partner for all those who are committed to strong basic education and thus to a stable foundation for the Swiss labour market.

    Basel-Stadt tests CO2-neutral concrete in pedestrian zones

    The Department of Construction and Transport of the Canton of Basel-Stadt is currently trialling new furniture for Basel’s pedestrian zones in Birkenstrasse and Göschenenstrasse. According to a press release, CO2-neutral and cement-reduced concrete is being tested for their production. The new benches are also equipped with small tables and mounting options for awnings, while the plant troughs for large shrubs will provide shade in future. During the one-year test phase, residents will be able to provide ongoing feedback.

    As the furniture in the meeting zones needs to be both robust and durable, it has so far mainly been made of concrete. However, the cement binder usually contained in concrete causes high CO2 emissions during production. The new materials currently being developed are intended to solve this problem. On the one hand, a CO2-neutral concrete mixed with biochar is being used. This stores CO2 and thus permanently removes it from the atmosphere. On the other hand, a mixture of conventional and cement-free concrete is being tested. A mineral binder made from crushed concrete and clinker rubble is intended to reduce the proportion of cement and thus also CO2 emissions.

    There is also enough space in the new plant troughs for shrubs up to five metres high or larger climbing plants. For example, an ironwood tree and a wisteria, both of which are considered climate-resistant, are now being planted. The rest of the troughs can be planted by the residents themselves.

    Since 2002, over 90 meeting zones have been set up in Basel’s residential neighbourhoods. The background to the new furniture is the residents’ desire for more opportunities for greenery and shade as well as a better quality of life in the zones.

    As part of its local-for-local strategy, Sika is expanding its presence in China, Brazil and Morocco. In China, the globally active speciality chemicals company for construction and industry has expanded its existing site in the Suzhou metropolitan region, Sika announced in a press release. The site produces polyurethane bonding and sealing solutions for the automotive, construction and industrial sectors.

    In Brazil, Sika has expanded its site near Belo Horizonte. In this strategically important industrial region of the country, Sika manufactures admixtures for ready-mix concrete, cement and mining. The company has built a new plant for mortar and admixtures near Agadir. From here, Sika intends to supply the south of Morocco and neighbouring markets.

    “These site investments reflect our customers’ trust in us and our long-term commitment to our markets,” said Sika CEO Thomas Hasler in the press release. “By expanding our local production capacities, we are not only improving flexibility, but also creating a resilient, sustainable foundation for our continued growth alongside our long-standing customers and partners.” Sika expects the construction industry in the three countries to grow by more than 4 per cent annually until 2028.

    With HORTUS, a building has been created on the Main Campus of the Switzerland Innovation Park Basel Area that is set to set new standards in sustainable construction. The project was developed by SENN, Herzog & de Meuron and ZPF Ingenieure. HORTUS is not only conceptually designed for climate compatibility, according to those involved, it will offset its gray energy within a generation and then be operated as an energy-positive building.

    The core of the concept is a consistent reduction in the use of energy in construction and operation. Materials such as clay, wood and waste paper were processed with minimal use of resources. A basement was deliberately omitted. At the same time, a photovoltaic area of around 5,000 m² on the façade and roof ensures maximum energy generation.

    Circular economy at component level
    Particular attention is paid to reusability. Every element used was planned with a second use in mind. HORTUS thus follows the principles of the circular economy down to the last detail. Prefabricated clay-wood elements, manufactured directly on site in a field factory, enable efficient dismantling or reuse.

    Natural materials ensure a balanced indoor climate, supported by a green inner courtyard designed by renowned landscape architect Piet Oudolf.

    Infrastructure for innovation
    The building offers around 10,000 m² of usable space, primarily for companies from the ICT and life sciences sectors. The office space was already fully let when it opened. The only space still available is in the coworking area. This is aimed at start-ups, project teams or individual users who want to benefit from the proximity to one of the largest life sciences ecosystems in Europe.

    The coworking space and the office areas have shared kitchens, a garden and IT infrastructure. On the first floor, catering facilities and a fitness area complement the infrastructure. The aim is to combine innovation and everyday life in one place.

    Part of a larger development site
    It is not the first building on the campus. The Main Campus HQ is already in operation. Other buildings, ALL, HOPE and SCALE, are under construction or in the planning stage. By 2029, Allschwil will be home to Switzerland’s largest innovation park, with a focus on life sciences, digital health and industrial transformation.

    With currently around 1,200 employees in 92 companies and 12 research groups, the site is already an important center for applied research and development in Switzerland.

    Elsigenalpbahnen AG inaugurated its new cabins at the weekend with an opening ceremony, according to a press release from the Adelboden-Lenk-Kandersteg tourism organisation. Guests were offered free rides, tours, music and a raffle. Around 900 guests attended the inauguration ceremony on the weekend of 14 and 15 June and were able to take free maiden voyages at 1,800 metres above sea level. Tours of the engine room and the mountain house were also offered. A selection of pictures also showed the history and renovation of the mountain railway’s infrastructure.

    The impetus for the new cabins came from the necessary renewal of the licence. The AG would have had to carry out work on the fire protection and the steel structure of the supports anyway. The 40-year-old gondolas were also replaced at the same time. Due to their higher dead weight, the new cabins transport a maximum of 37 passengers instead of the previous 40. However, they offer more space as there are no longer any tie rods in the interior. Thanks to automated operation, cameras and an intercom system, staff are no longer required in the mountain station.

    With the inauguration of the Elsigenalp cable car, all the Alpine cable cars in Adelboden, Kandersteg and Frutigen have now started the summer season. The Betelberg is already in service, the Metsch Stand-Xpress will follow on 25 June. As an Alpine destination, the Adelboden-Lenk-Kandersteg region in the canton of Bern counts over 2 million overnight stays every year.

    Switzerland is once again at the top of the most competitive countries in the world. For the first time in years, it is back in first place in the renowned IMD World Competitiveness Ranking. In the previous year, it was still in second place, but has now overtaken Singapore and confirmed its position as an international benchmark for economic performance under complex framework conditions.

    According to the report, the main reasons for this success are the high efficiency of state institutions, first-class infrastructure and social stability. In both categories, government efficiency and infrastructure, Switzerland once again secured the top spot. These qualities are becoming increasingly important as the global economy is confronted with disruptive changes, trade reorganisation and geopolitical shifts.

    Challenges despite top ranking
    Despite the excellent overall ranking, the report also reveals weaknesses. Economic performance falls to 13th place and corporate efficiency to 6th place, signalling that global competition is also leaving its mark on Switzerland. The reasons: rising cost pressure, regulatory complexity and increasingly difficult market access abroad.

    Against the backdrop of protectionist tendencies in particular, it is clear that Switzerland must diversify its trade relations in a targeted manner. Securing access to international markets and avoiding one-sided dependencies are becoming a greater focus of location policy.

    Strategy for sustainable competitiveness
    The authors of the ranking emphasise that efficiency, agility and future orientation are central pillars of long-term competitiveness. Switzerland scores highly here thanks to its reliable legal system, solid public finances, stable educational institutions and strong innovation ecosystems.

    However, it also faces major challenges. Reforming the pension system, ensuring the sustainability of public finances and promoting sustainable innovation will determine the future viability of the location. The report calls for structural strength not to be taken for granted, but to be further developed through forward-looking policies and targeted investments.

    International perspective
    Switzerland is followed by Singapore in second place, which is particularly impressive in terms of government efficiency, but loses ground in the area of corporate efficiency. Hong Kong moves up two places and is now in third place, a sign of the successful repositioning of the Special Administrative Region.

    Germany’s rise to 19th place after several difficult years is also noteworthy. Canada climbed eight places and shows that targeted reforms can have an impact. These international shifts illustrate the dynamics of global location competition.

    Switzerland remains a leader, but not immobile
    The World Competitiveness Ranking 2025 emphasises that Switzerland is a global pioneer in terms of location quality, but it must not rest on its laurels. Political foresight, strategic openness and investment in forward-looking structures are now required. The coming years will show whether Switzerland can not only maintain its leading position, but also expand it further in a volatile environment.

    The project focuses on multi-generational living, supplemented by co-living and co-working facilities. The 51 flats are part of a holistic concept that is geared towards social mixing, encounters and shared use. The residential park is operated CO2-neutrally. The energy comes from its own production. The concept addresses key challenges such as demographic change, climate protection and the increasing need for flexible ways of living and working, while at the same time offering attractive prospects for investors who focus on valuable, socially relevant projects.

    Experience meets vision
    Hacontex AG from Zollikon is behind the project. The company, which has its roots in the textile industry, has consistently transformed itself over the last few decades. Today, Hacontex is active in sustainable energy production and property development. Managing Director Hans-Peter Keller and his team rely on entrepreneurial courage, regional roots and economic foresight.     The Kartoni neighbourhood shows how visionary urban development can succeed. On a former industrial site, a green residential neighbourhood with around 150 flats is being created, complemented by service and cultural facilities. What still exists as a planning sketch today will develop in several stages into a diverse living space that is open to all generations and lifestyles. The historical backdrop of Glarus will not only form the framework, but will also be further developed through modern architecture and sustainable construction methods.

    Town and country reconnected
    Glarus is more than just the canton’s capital, it is a way of life. Only an hour away from Zurich or St. Gallen, Glarus offers urban density and natural recreation at the same time. The Kartoni neighbourhood reinforces this quality. It builds a bridge between the district of Ennenda and the town centre, creating new paths and meeting places both spatially and socially. The municipal merger that took place in 2011 thus takes on a tangible architectural dimension.

    Water as a connecting element
    In future, the Linth will become the lifeline of the neighbourhood. Where previously sealed surfaces dominated, a public riverside space with direct access to the water is being created. The renaturalised canal interweaves with the river landscape and creates a playful counterpart to the structured design of the nearby Volksgarten. The area becomes a meeting place for walks, relaxation and shared experiences.

    Car-free garden neighbourhood
    The Kartoni neighbourhood relies on an underground solution for mobility. Directly after the Linth Bridge, an access road leads to a spacious underground car park, which means that the entire neighbourhood remains car-free above ground. The result is a garden neighbourhood that is open, green and criss-crossed by paths. The car-free design not only promotes peace and safety, but also sends out a strong signal in favour of a new way of living together in densely populated areas.

    The courage to take stages and a plan with a vision
    The development of the neighbourhood does not follow a rigid timetable, but reacts flexibly to political, economic and social conditions. Several planning strands are currently running in parallel: from the Hängg Tower to residential areas and the integration of a music school. The already approved development plan is being adapted to new requirements, particularly in relation to the neighbouring Dorfbach project in Ennenda.

    Two panel discussions focussed on the social dimensions of AI. SRF presenter Florian Inhauser led the discussions. Questions about data protection, responsibility and inclusion were addressed. The discussion showed that technological development alone is not enough. Clear ethical guidelines and social dialogue are needed.

    The second OST University Day made it impressively clear that artificial intelligence is already present in many areas of life – and is making real improvements possible. The decisive factor is how responsibly it is used. The OST is positioning itself as a key player in combining innovation with social benefits.

    Around 85,000 tonnes of plastic pipes are used in Switzerland every year, many of which have a service life of up to 100 years. Despite their material potential, a systematic take-back and recycling process has been lacking until now. This is precisely where the “Swiss Plastic Pipe Recycling” project comes in, which was initiated by the Association of Swiss Plastic Recyclers and the Association of Plastic Pipes and Pipe Components.

    The aim is to consistently return pipes from construction projects, pipeline work or dismantling to the recycling loop – with a standardised, practical system.

    Broad alliance from industry and construction practice
    The project is supported by a strong network. Companies from the construction, building technology, plastics processing and recycling sectors are working together to establish pipe recycling throughout Switzerland. The project partners include Burkhalter Group, Geberit, Georg Fischer, Meier Tobler, Debrunner Acifer, HakaGerodur, Eberhard, InnoRecycling and MCAM Symalit.

    They are all united by the goal of making the take-back system economically viable, ecologically sound and easily accessible for users.

    Clean material is a new source of recyclate
    While recycled packaging plastics have primarily been used to produce new plastic pipes in the past, SPPR is focussing on a material potential that has hardly been used to date: recycled pipes. These can be used as a high-quality source of raw materials, especially for cable protection and infrastructure pipes, if they are delivered in a single type.

    As packaging plastics will increasingly be turned back into packaging in the future, additional sources of technical recyclates are needed – a clear need for action in the industry.

    Over 40 collection points already in operation
    A centrepiece of the project is the establishment of a nationwide return network. Over 40 collection centres are already available in Switzerland. The current focus is on PE pipes from civil engineering, but expansion to other materials and applications is planned.

    Companies can quickly find their nearest collection centre using an interactive map on the project website. These centres accept defined pipe types, provided that the materials are delivered clean and sorted.

    Sustainability with a system
    With SPPR, VSPR, VKR and the participating companies are making a concrete contribution to Switzerland’s circular economy and climate strategy. The recycling of durable pipes reduces CO₂ emissions, reduces the use of primary plastics and promotes regional value creation.

    The project sustainably strengthens the Swiss recyclate market and shows how specific industry initiatives can have a systemic impact.

    The Limmat Valley is developing rapidly, not least thanks to new transport projects. In order to strategically address this dynamic, the cantons of Zurich and Aargau, together with three regional planning associations, are launching a cross-cantonal planning instrument:. The Limmattal regional overall transport concept.

    The concept follows the guiding principle “The Limmat Valley is fit for the future” and aims to create a sustainable, efficient and environmentally friendly balance between settlement and transport development. The planning horizon extends to the year 2050.

    Multimodal networking as a guideline
    The focus is on improving regional networking, promoting multimodal solutions and integrating logistics concepts. Neighbouring regions such as the Furttal or the city of Zurich are also included.

    The results of the concept will form the basis for future agglomeration programmes and will flow into concrete implementation in the municipalities and cantons from 2027/2028. Objectives, strategies and measures will be developed in several phases by the end of 2026.

    Structured process with regional participation
    The project will be managed by a steering group with representatives from the cantons and regional planning associations. Broad participation by the municipalities and public information events ensure transparency and acceptance.

    Project manager Sarah Hug (Canton of Zurich) and project manager Dominik Kramer (Canton of Aargau) are coordinating the participatory process. Public information events are planned on 5 November 2025 and 13 May 2026, among other dates.

    Mobility strategy with a signalling effect
    The rGVK Limmattal is a model project for intercantonal cooperation in one of Switzerland’s most economically significant development areas. It shows how regional and supra-regional interests can be united in a joint strategy for sustainable mobility.

Ein interdisziplinäres Gremium hat Ende Mai 2025 das überzeugendste Konzept im Rahmen eines Studienauftrags gekürt.

    Das Siegerprojekt des Zürcher Teams Penzel Valier bringt eine innovative architektonische Lösung. Ein leichtes, ausgedehntes Dach überspannt künftig Tramhaltestelle und Perrons. Es schafft nicht nur eine neue Bahnhofshalle mit hoher Aufenthaltsqualität, sondern bietet auch Platz für Begrünung und Photovoltaik.

    Verbindung von Funktion und Gestaltung
    Die neue Brücke und der Perronzugang fügen sich harmonisch in das städtische Umfeld ein. Dank schlanker Tragwerke können die Anschlüsse zu den umliegenden Quartieren tief gehalten werden. Die Halle SNCF, ein denkmalgeschütztes Element, bleibt erhalten und wird sorgfältig in das neue Gefüge integriert.

    Ein differenziertes Wärmemanagement und die geplante Flexibilität bei späteren Erweiterungen zeigen, das Projekt denkt in Etappen und bietet langfristige Perspektiven für die Mobilität der Region.

    Umsetzung in Etappen, mit Fokus auf Qualität
    Die neue Infrastruktur wird frühestens ab 2034 realisiert. Grund dafür ist die komplexe Ausgangslage. Neben dem laufenden Bahn- und Stadtverkehr sind auch denkmalpflegerische Auflagen und ein möglicher zukünftiger Tiefbahnhof zu berücksichtigen.

    Beide Teilprojekte, die Brücke und der Zugang, können unabhängig gebaut werden, doch Bund, Kanton und SBB streben eine gemeinsame Umsetzung an. Die voraussichtlichen Kosten liegen je Projekt im dreistelligen Millionenbereich. Während der Zugang Margarethen bereits finanziert ist, steht die Finanzierung der Brücke noch aus.

    Neue Mobilitätsdrehscheibe mit Symbolkraft
    Mit Basel SBB West entsteht nicht nur zusätzliche Bahninfrastruktur, das Projekt schafft neue Räume für Stadtentwicklung, nachhaltige Mobilität und Aufenthaltsqualität. Es ist ein Musterbeispiel für die Integration von Verkehr, Architektur und Städtebau in einem historischen Kontext. Die öffentliche Ausstellung des Siegerprojekts findet vom 19. bis 28. Juni 2025 statt, ein öffentlicher Infoanlass folgt am 25. Juni.

    The Association of Swiss Plastic Recyclers(VSPR), based in Batzenheid, and the Association of Plastic Pipes and Pipe Components(VKR), based in Aarau, have launched the Swiss Plastic Pipe Recycling(SPPR) project. The aim is to recycle plastic pipes across the board for the first time and return them to the material cycle. Stakeholders in the pipe value chain are supporting the project.

    According to a press release, the establishment of a nationwide network of collection centres is central to the project. There are currently already over 40 collection points. According to the initiators, the centralised collection of pipes improves the quality of the materials and enables efficient and transparent traceability along the recycling chain.

    Around 85,000 tonnes of plastic pipes are used in Switzerland every year. today, 30 per cent of these pipes are already made from recycled plastics, which mainly come from recycled plastic packaging. In future, however, these will be fed back into the production of new packaging, making new sources of raw materials necessary.

    Although plastic pipes are suitable for high-quality recycling, a nationwide take-back system has long been lacking. Swiss Plastic Pipe Recycling aims to tap into new material potential and urgently needed new raw material sources for high-quality recyclates through centralised pipe collection.

    Participating in the project are the Burkhalter Group in Zurich, Debrunner Acifer in St.Gallen, Eberhard in Kloten ZH, HakaGerodur in Gossau SG, InnoRecycling in Eschlikon TG, MCAM Symalit in Lenzburg, Meier Tobler in Schwerzenbach ZH, Geberit in Rapperswil-Jona and Georg Fischer in Schaffhausen. The VSPR also wants to support Swiss circular economy goals with the Swiss Plastic Pipe Recycling project. Recycling the plastic conserves primary resources and reduces CO2 emissions.

    The cantonal platform of the Bernese forestry and timber industry, Lignum Holzwirtschaft Bern, aims to promote awareness of the forest and encourage demand for local timber. To enable authorities and administrations to use forests sustainably, the association of Bernese forest owners, the Bernese Sawmill Association, the Swiss Timber Construction Section Bern and Bernese Oberland, the Master Carpenters’ Association Bern and Bernese Oberland and Holzenergie Canton Bern has published a series of brochures entitled “Forest and Wood Compass”. The practical documents were compiled with the support of the Wyss Academy for Nature, Lignum Holzwirtschaft Bern explains in a press release.

    The “Forest and Wood Compass” series is divided into an overview brochure and three topic-specific brochures. The overview brochure is entitled “Forest and Wood Compass for Bernese Regions”. The three topic-specific brochures deal with regional wood in public buildings, efficient forestry structures and financial incentives to secure certain forest services.     Dietikon tackles construction of the stream adventure trail in Grunschen

    The town of Dietikon is embarking on the construction of a stream adventure trail along the Reppisch watercourse in Grunschen Park. Construction work will begin on 7 July, the town council announced in a press release. The natural Kneipp facility with a maximum water depth of 20 centimetres should be completed by late summer.

    The construction costs are estimated at CHF 160,000 in the press release. Around 110,000 francs of this will be covered by the Canton of Zurich’s Office for Water, Energy and Air. The remaining 50,000 francs will be covered by the town of Dietikon.

    The stream adventure trail will have a stainless steel handrail and three entrances and exits for walking with or against the current. Rootstocks and boulders will form seating areas on the embankment. Boulders will also be placed in the water to create different currents. They can also serve as shelter for juvenile fish.

    The property platform homegate.ch has published its monthly rental index in collaboration with Zürcher Kantonalbank (ZKB ). According to a statement, the index rose by 0.1 per cent compared to the previous month to 130.5 points. This means that advertised rents “took a breather” in May.

    Compared to the previous year, advertised rents rose by 1.7 per cent across Switzerland. Depending on the region, an increase in advertised rents of more than 5 per cent was recorded.

    The results show clear differences between cantons and cities. At cantonal level, “consistently rising asking rents were observed for the first time in a long time” in a year-on-year comparison, according to the press release.

    The cantons of Zug (up 7.1 per cent) and Nidwalden (up 6.9 per cent) were the most affected by rising rents over the past twelve months. According to the press release, the values there are also higher compared to the previous month – in Zug by 1.4 per cent and in Nidwalden by 1.1 per cent. However, the month-on-month increase was highest in the canton of Graubünden and the two cantons of Appenzell (plus 1.5 per cent). In contrast, the canton of Schwyz recorded price reductions, as in the previous month. With a decrease of 2.1 per cent, asking rents there are returning to the level of December 2024, according to the report.

    Among the cities, the Greater Zurich Area is considered the most constant, as it was in May 2024. Asking rents have risen “relatively steadily” by a total of 4.4 per cent. In contrast, Geneva recorded a year-on-year decline – prices were 0.6 per cent lower than in the previous month of May. The highest price increase was recorded in the city of Lugano with a significant rise of 5.2 per cent. However, this development can be attributed to a selective decline in May 2024.

    The station square in Schlieren has been transformed into a modern meeting zone that creates space for recreation, encounters and visible mobility. In the center is a spacious square with a striking tree as a green landmark. In front of the city library, a fountain with benches invites people to linger, and new recreational areas have also been created by the SBB West underpass and in front of the restaurants.

    A central element is the clear right of way for pedestrians through the meeting zone. Sidewalks have become superfluous and the entire space belongs to public life. Almost 70 new bicycle parking spaces also encourage people to switch from bicycles to public transport.

    Green spaces for the urban climate
    An innovative approach to climate adaptation was chosen with the implementation of the sponge city principle. 1,200 m² were unsealed to allow rainwater to seep away better. Newly planted trees and around 500 m² of additional green space provide shade and evaporation for cooling, especially on hot summer days.

    The planting is not only ecologically valuable, but also aesthetically pleasing. The cityscape looks livelier and more inviting.

    Grand opening for the public
    The new meeting zone will be inaugurated with a two-day celebration on Friday and Saturday, June 20 and 21, 2025. The event will kick off with an official speech by City Councillor Stefano Kunz on Friday at 5.00 pm, accompanied by the Harmonie Schlieren band. This will be followed by the street festival with culinary delights and live music, including country artist Tobey Lucas.

    It continues on Saturday from 11.00 am. Local musicians will perform on the stage at Bahnhofsplatz, including the Schlieren music school teachers’ band, Patrick Harbor, the music school choir and Valerù with their band.

    Bahnhofstrasse will be closed to traffic during the festivities. The town belongs to the people this weekend.

    The pedestrian zone is an example of future-oriented urban development that combines quality of life, climate resilience and mobility. What was initiated by a referendum in 2021 now stands for a new chapter in urban design in Schlieren.

    Site development is one of the most challenging tasks in municipal planning. Smaller municipalities in particular face structural hurdles. There is a lack of resources, access to IT tools is limited and a lack of standards makes it difficult to make well-founded decisions. The digital guide is a modular, user-friendly and technically precise tool that closes this gap.

    Interplay of knowledge and technology
    The project combines the interdisciplinary know-how of the Institute for Spatial Development (IRAP) and the Institute for Information and Process Management (IPM). The centerpiece is a digitally supported guideline that systematically structures planning processes and enables automated analyses. Research, evaluation and variant development can thus be organized more efficiently. Municipalities receive a tool that improves planning quality, regardless of their size.

    Focus on employment areas
    While inner-city development has so far concentrated primarily on residential and mixed zones, this project focuses specifically on workplace areas. The strategic development of such areas is crucial to the future viability of companies and locations, especially in times of scarce space. The digital guideline provides a unique solution in Switzerland.

    Participation through echo chamber ensures quality
    An echo chamber was set up to guarantee practical application. This committee of experts from municipal administrations and planning offices contributes valuable expertise. At the first meeting on January 24, 2025 in St. Gallen, the participants discussed basic requirements and defined the next steps. The dialog between research and practice is thus established at an early stage.

    Efficient and sustainable planning and decision-making for the future
    The final software solution should be easy to use. It enables an objective and systematic evaluation of development scenarios according to relevant sustainability criteria, thereby promoting well-founded decisions in politics and administration. The creative design process is retained, supplemented by digital efficiency and reliable comparative values.

    Time horizon and outlook
    The project was launched in June 2024 and will run until May 2026. It is intended as a contribution to modern, digitally supported spatial planning. The vision is a national competence platform that makes site development tangible, scalable and of high quality.

    The municipality of Glarus Nord would like to motivate developers to carry out participatory processes for more complex construction projects. Its “Participation and communication guidelines for planning processes” outline how the needs of the population and future users can be anticipated at an early stage for various planning situations. To set a good example, the municipality initiated a participatory process for the “Ziegelbrückstrasse” development area between Ziegelbrücke railroad station, the Jennyareal and the village center of Niederurnen: between October 2024 and February 2025, it involved the affected owners in the development of a mission statement, which served as the basis for the development of an outline plan for the area.

    Shaping the framework conditions for development
    The mission statement was intended to define the structural dimensions and the mix of uses. As the area is one of the densification and upgrading areas that characterize the village, qualitative key points of a development that does justice to the character and history of the area were also up for discussion. The municipality also saw the public sector as having a duty and therefore set out its expectations regarding the design and upgrading of the cantonal road that runs through the area. This provided the municipality with a broad-based basis for discussions with the canton, which is responsible for the renovation of the road.

    The jointly developed model served the municipality as the basis for a binding framework plan. The framework plan in turn defines the guidelines for how buildings may be constructed along Ziegelbrückstrasse in future under the new owner-binding land-use plan. The owners involved helped to shape how and what they can build on their properties in the future by participating in the master plan.

    A streamlined participation process
    The owners in the area were invited to take part in two evening events with the municipality. The first evening was for information and participation, the second for the presentation of the results. Over 56 owners of 127 plots took the opportunity to participate in the events themselves or with a representative.

    In the first workshop, they were given an insight into the planned planning instrument and were consulted on various options for future development possibilities. By prioritizing the options, they were able to influence the decision on the desired model. In the second workshop, the municipality presented the framework plan developed on the basis of the desired variant.

    A worthwhile effort for the municipality
    Participatory processes are complex and cost time, money and political capital. For the municipality, the time-consuming process was worthwhile because it increases the chances of owners becoming active: By being informed about more construction options at an early stage, they can adjust their investment planning and align any existing intentions with the municipality’s development plans.

    The discussion about the vision helps to orient owners towards a common vision of the future of the densification and development area and to convey to them that issues such as the addressing of buildings to the street, the granularity of the development, the design of the base storey or the materialization are not just private matters, but also have an effect on the image of the district and thus influence the attractiveness and value of the location for everyone.

    The participatory process offered the municipality the opportunity to draw attention to its building advice and increase the likelihood that landowners with investment intentions will discuss and coordinate their plans with the municipality at an early stage, before they have drawn up a preliminary or construction project that can hardly be adapted. In the best-case scenario, the process encourages some owners to think bigger and enter into cooperation with other landowners or jointly tackle issues such as the provision of parking spaces in construction projects.

    The municipality was also able to use the events to coordinate upgrades on public land with the needs and ideas of the owners and to test the acceptance of measures such as greened medians on the road or a speed reduction on certain road sections.

    More planning security for landowners
    Participatory processes also cost the participants time. In the case of Ziegelbrückstrasse, the effort was worthwhile for the property owners simply because they were able to influence decisions on issues that are binding for the property owners by participating in the framework plan that is binding for the authorities: the fundamental question of the design of the density and mix of uses possible with the new land use planning. The framework plan also offers owners more planning security, as it strengthens equal treatment in the approval process.

    As part of the process, the owners gained a better understanding of what the municipality expects from structural developments and were able to gain inspiration as to what contributions they can make to neighborhood upgrading in addition to structural developments – for example with the design of gardens and street front zones or smaller renovation projects. The opportunity to find out about their neighbors’ plans at the event ultimately gives owners more certainty that they are not alone in their investments.
