    Investment in low-CO2 cement promotes market launch

    Holcim is making a financial contribution to the scaling and rapid market launch of Sublime Systems‘ low-CO2 cement. The investment by the Zug-based company, one of the world’s largest producers of building materials, is driving forward the construction of Sublime’s first commercial production plant. The start-up had already received 87 million dollars from the US Department of Energy in March.

    According to a statement from Holcim, the Sublime Systems team has developed a “unique technology” for the decarbonisation of cement, which covers the entire production process from the use of clean electricity to carbon-free raw materials. “We are excited about the potential of this technology and look forward to jointly bringing it to market on a large scale,” Holcim’s Head of Sustainability Nollaig Forrest is quoted as saying.

    Holcim has secured a large proportion of the Sublime Cement produced there through a binding purchase agreement. Both partners have set up their own project team to jointly develop further plants.

    “In the cement industry, size is everything,” says Leah Ellis, CEO and co-founder of Sublime Systems. “By combining Sublime’s technology with Holcim’s advanced global operations, from manufacturing and logistics to commercial distribution, together we can increase our impact.”

    The company currently operates a pilot plant with a production capacity of up to 250 tonnes per year at its headquarters in Somerville, Massachusetts, and is developing its first commercial plant with an annual capacity of 30,000 tonnes, which is scheduled to open in Holyoke, also in Massachusetts, as early as 2026.

    Councillor Daniel Preisig gave an overview of Schaffhausen’s economic development in recent decades. After the industrial crisis and stagnation in the 1990s, Schaffhausen has recovered thanks to targeted economic development. in 2023, the population record of 1969 was reached again for the first time. Preisig emphasised how projects such as the conversion of the old steel foundry and the relocation of roads to create traffic-free promenades along the banks of the Rhine contributed to the city’s attractiveness. Schaffhausen is continuously investing in smart, future-orientated urban development and digital administration.

    Dino Tamagni highlighted the impressive economic development of the canton of Schaffhausen. The region’s industrial success story began with the construction of the Moser Dam in the 19th century. The hydroelectric power plant, once the largest of its kind in Switzerland, laid the foundations for the establishment of important industrial pioneers such as Georg Fischer, SIG and IWC, which turned Schaffhausen into a central industrial centre.
    In the 1990s, globalisation led to plant closures, job losses and emigration, resulting in the loss of 11% of jobs. However, targeted economic measures, such as the creation of an economic development agency, enabled Schaffhausen to overcome the challenges and regain its competitiveness.
    Today, the canton has one of the strongest economies in Switzerland, with the highest GDP per capita. Thanks to the promotion of innovation projects and the continuous expansion of the infrastructure, Schaffhausen remains an attractive and future-orientated business location.

    Andreas Campi, Head of Development, Halter AG, presented the “Im Pantli” residential project in the Waldquartier Schaffhausen. A modern residential neighbourhood is being built on the site, which was once used as a workers’ housing estate by Georg Fischer AG. The buildings are arranged around a neighbourhood centre to create urban alleyways and meeting spaces. The car-free development offers spacious, family-friendly flats with private outdoor areas. Childcare facilities and a dedicated bus stop enhance the quality of the location. The project not only promotes modern living, but also a lively community life.

    Pascal Stutz, CEO of SVIT Zurich, Joëlle Zimmerli, Managing Director of Zimraum GmbH and Christian Brütsch, Owner and Managing Director of Stratcraft GmbH, presented solutions to the shortage of skilled labour. A key challenge facing the property sector is the shortage of skilled workers and dissatisfaction among experienced professionals. Around 60 % of the senior professionals surveyed feel that their workload is too high, and over 50 % see large portfolios as problematic. The study presented highlighted the need for action and suggested solutions such as the standardisation of processes, intelligent digitalisation and the promotion of leadership skills in order to better overcome the challenges.

    Tindaro Milone presented a comparison of energy sources for heat pumps at the immoTable. EKZ operates over 1,200 energy systems across Switzerland and favours sustainable solutions. Air is cost-effective, but less powerful. Geothermal energy offers stable energy, but is expensive and location-dependent. Groundwater is efficient, but requires strict authorisations. Waste water provides a lot of energy, but is irregularly available. Seawater is particularly efficient, but expensive and tied to bodies of water. The choice of energy source depends on the project requirements, with EKZ offering customised solutions.     Virtual reality for urban planning

    Researchers at ZHdK and ZHAW have developed an innovative tool for participatory urban design. Using virtual reality (VR), residents and those responsible are given the opportunity to experience planned redesigns virtually. For example, the effects of traffic-calming measures on street noise, space conditions or bicycle and pedestrian traffic can be experienced through the senses of sight and hearing.

    In the Gestalte Zürich project, the researchers support the Zurich city administration in planning sustainable spaces in the city, explains the ZHdK in the project description. Gestalte Zürich is supported by the City of Zurich‘s Department of Urban Planning, the city’s Civil Engineering Department and the Zurich Transport Authority. Other practice partners are the organisations myclimate, umverkehR and Fussverkehr Schweiz. Prototypes of the VR tool could be tried out on 20 September at Zurich Park(ing) Day. The project, which will run until next year, is funded by the digitalisation initiative. Its aim is to strengthen cooperation between Zurich’s universities on the topic of digitalisation.

    Property developer reduces profits to strengthen future investments

    SitEX Properties Holding AG generated gross sales of CHF 10.86 million in the first half of the year, the Schwyz-based property development company announced in a press release. In the same period last year, gross sales totalled 32.70 million Swiss francs. Net profit after tax fell from CHF 7.34 million to CHF 1.51 million in the same period.

    “Over the past ten years, sitEX has been fortunate enough to achieve profitable half-year and annual results without exception,” CEO Beat Kähli is quoted as saying in the press release. However, the company, which specialises in real estate in Switzerland and the USA, is currently “in an investment phase, which is why only small profits could be achieved compared to previous years”. According to Kähli, sitEX currently has a development pipeline totalling more than CHF 5 billion. This “secures the basis for future sustainable profits”, according to the company boss.

    In recent years, sitEX has distributed around CHF 60 million of its profits to shareholders. This year and next, however, the company intends to concentrate on repaying liabilities and investments, explains Christoph Stutz, Chairman of the Board of Directors of sitEX.

    Mr Tamagni, since taking office in January 2021, you have further strengthened Schaffhausen’s position as an attractive place to live and do business. What specific measures have you taken to achieve this? What has worked well and what has worked less well?
    That’s right – the canton of Schaffhausen is developing very well! More and more people are discovering the advantages of Schaffhausen as a liveable alternative to the greater Zurich area and are moving here. This has long been the case for companies – the canton is particularly attractive for SMEs with a tax burden of 12 to 12.5%. Our framework conditions are excellent, the distances are short and we maintain close co-operation with companies in order to create new impetus together. The canton of Schaffhausen is a region whose environment and dynamism attracts committed people and companies. It is a region where you can put down roots because – despite all the hustle and bustle – it offers proximity and familiarity.

    What specific location promotion measures are you planning in your next term of office to make Schaffhausen even more attractive?
    The Government Council’s top priority remains to further strengthen Schaffhausen as a place to live and do business in the national and international competition for business locations. Tax relief measures are being developed in favour of the population and companies, and we are planning support measures for innovative companies and SMEs. The compatibility of family and career remains a high priority. The completion of the direct train connection to Basel and the dual carriageway expansion of the A4 motorway to Winterthur from around 2027 will be very important for investors in residential and commercial property.

    You want to push ahead with investments in strategic projects such as digitalisation and demographics. Can you tell us more about these projects and their significance for Schaffhausen?
    We drew up the first demographic strategy in Schaffhausen back in 2017 – one of the first cantons to do so. Our strategy is based on four key areas: Measures to maintain the labour pool, ensuring local care and healthcare services with forms of housing that support autonomy in old age. Furthermore, settlement and transport development will be aligned with demographic developments and the education system will be adapted to the increasingly diverse population.

    In terms of digitalisation, the cantonal government is focusing on overarching goals: Digital First for the population and the economy and complete end-to-end digitalisation of the administration. Every service and every process should be optimised and digitally available – to save resources and time.

    As Schaffhausen’s Director of Economic Affairs, how do you see the current property market in the canton and what trends do you expect to see in the coming years?
    Schaffhausen still has affordable living space and building land and therefore potential for residential development. The region will receive an additional boost from the expansion of the direct rail link to Basel and the removal of bottlenecks on the A4 motorway in the direction of Winterthur. This will make Schaffhausen a hub between Zurich, Winterthur and Basel, which will further increase its attractiveness as an economic and residential region.

    How does the canton of Schaffhausen strike a balance between the development of the urban centre and the preservation of Schaffhausen’s natural landscapes and historic architecture?
    Rural areas are a valuable part of the canton’s high quality of life. With regional and location development, the regional nature park and the promotion of tourism, Schaffhausen has specific programmes that take this balance into account and promote the strengthening of the countryside. Schaffhausen stands for proximity to nature and the diversity of gourmet products. The new tourism strategy pays particular attention to these aspects of Schaffhausen.

    With your focus on efficient, citizen-friendly and citizen-oriented public services, are there any plans to streamline processes relating to real estate transactions or building permits?
    With its digitalisation strategy, the cantonal government is laying out the cantonal administration’s path to the digital future. With the “Digital Administration Schaffhausen”, it is utilising the opportunity of digital transformation to expand user-friendly services for the population and the economy. Internal processes are being structured even more efficiently and employee collaboration is being restructured using agile methods and modern technologies. Digitalisation has already been an important topic in the canton of Schaffhausen for several years and individual services are well advanced. For example, the geoportal, where data is openly available. This benefits owners, buyers and also the administration.

    In your opinion, what role do sustainable and energy-efficient buildings play in future property development in Schaffhausen and in other economic sectors?
    The canton’s location policy takes global climate targets into account and has always pursued sustainable economic development. Schaffhausen companies are locally innovative, globally successful and make an important contribution to a sustainable economy with their investments, products and services. When it comes to energy-efficient and sustainable construction, the canton of Schaffhausen endeavours to act as a role model. An exciting regional initiative on this topic is the “Schaffhauser Haus”, which focuses on building with a regional focus. This strengthens the regional economy with craftsmanship, promotes young talent and sustainably closes material cycles.

    Given the growth of the city of Schaffhausen, what strategies are there to create adequate living space for all sections of the population?
    The canton of Schaffhausen has recorded moderate and sustainable population growth of less than one per cent over the last ten years – this is not comparable with other regions. If we take a look at the vacancy rates, it becomes clear that although the vacancy rate is also low, affordable living space is available. There are no queues like in Zurich. With further tax relief measures and investments in childcare, the canton is also improving the situation for families and high earners.

    As head of the Department of Economic Affairs, how do you see your role in implementing the canton’s economic policy goals?
    As Director of Economic Affairs, I am the top, direct point of contact. Short distances, quick decisions, a high level of service-orientation – that is our credo. I am a representative of the cantonal economic development agency, which functions as a “one-stop shop” as a contact point for questions from companies or people interested in relocating. Companies find open doors everywhere in Schaffhausen.

    What long-term effects do you expect your previous political measures to have on the canton of Schaffhausen?
    Looking back over the last 25 years, the effects are clear – the economic development of the region is a success story. The canton was in an economic crisis in the 1990s due to structural change. Today, Schaffhausen is an internationally recognised headquarters location with a strong industrial base. According to UBS, no other canton has improved as much as we have in terms of location factors. The financial situation with high tax revenues speaks for itself. Schaffhausen now belongs to the small group of payers in the national financial equalisation scheme.

    Schaffhausen is a border canton. What advantages and disadvantages does this bring for the canton in the property sector?
    Due to its special location between the Rhine and Germany, Schaffhausen has long been unjustly overshadowed by other cantons – for many, Switzerland ends at the Rhine. This view is changing more and more! Schaffhausen is now on the radar of many companies and investors who recognise its potential. For residents, the moderate development has its advantages: open countryside and nature have been preserved in the canton of Schaffhausen.

    What visions and concrete projects do you have for the future development of Schaffhausen as a place to live and do business?
    Pioneering spirit and industrial tradition characterise Schaffhausen as a business location. The Government Council’s top priority is to strengthen Schaffhausen as a place to live and do business. It is also important to secure, consolidate and strengthen the national and international competitiveness of Schaffhausen as a business location. Thanks to the very good financial situation in the canton, measures and projects in favour of the attractiveness of the location and the population can be developed and implemented. The compatibility of work and family life, the improvement of transport connections by road and rail within the canton and in particular to the Zurich and Basel regions, the implementation of energy and climate targets and the construction of important infrastructure projects are also priorities.

    Where do you see Schaffhausen in the next 20 years?
    In 2022, we developed projects and measures for a successful path into the future in the canton as part of the “next.” 2030 development strategy in a participatory process. The vision of Schaffhausen as a swarm and nest region now forms our overarching compass, from which the cantonal government has identified fields of action that are particularly central to utilising the region’s development potential. To improve the dynamics of the swarm region, for example, ecosystems of new technologies are to be established and the capacity for innovation strengthened. In order to maintain the quality of the nest region, the Government Council wants to ensure excellent location factors – from the training of skilled labour to production areas and framework conditions for companies – and harness social energy. For example, by providing a good range of basic services or strengthening tourism as part of the population’s quality of life. In this way, Schaffhausen can promote a pioneering spirit, be open and innovative and be a place where people want to put down roots and feel at home. With this basic attitude, Schaffhausen is a centre of attraction for companies and individuals who want to become involved in society and economic life.

    Construction work on the extension of the ZHAW has begun

    Building Director Martin Neukom, Education Director Silvia Steiner and ZHAW Rector Jean-Marc Piveteau gave the go-ahead for the construction work to expand and modernise the School of Engineering at the ZHAW on 13 September. The ZHAW is one of the leading universities in Switzerland with over 14,000 students, according to a press release. However, some of the existing buildings on the site of the former technical centre in Winterthur no longer meet today’s requirements. In addition, the number of students continues to grow. Campus T will therefore be modernised and expanded in several stages over the next few years.

    In the first construction phase, two new five-storey laboratory buildings will be built behind the historic technical centre. They will provide urgently needed space for teaching, research and development. Various test rooms as well as a publicly accessible canteen and cafeteria will be created there. The new buildings will be connected to the district heating network of the city of Winterthur and equipped with photovoltaic systems.

    As part of the first construction phase, the Eulach will also be ecologically upgraded with a public, near-natural park and flood protection will be expanded, according to the press release. Two new bridges will connect the old town and Campus T with the Büelrain cantonal school and the surrounding residential neighbourhood.

    The existing TB building will be dismantled by November. At the same time, the excavation pit for the smaller TT laboratory building will be dug. Work will then begin on the shell of the first new building, which is scheduled for completion in 2027. The second new building should be ready for occupancy in 2029.

    Energy contract signed for sustainable neighbourhood in Romont

    Granges-Paccot-based energy supplier Groupe E and KAAB have signed an energy contract for the La Maillarde neighbourhood in Romont. According to a press release, the 40-year contract covers the supply and utilisation of internal waste heat, the provision of a microgrid infrastructure and the installation of solar modules. Groupe E will supply energy to the site on behalf of KAAB, which will ensure the operation, maintenance and financing of the systems.

    Heat is supplied via the district heating network of the municipality of Romont. The network managed by Groupe E is mainly fuelled by wood chips from local forestry and waste heat from the roasting systems at the Nespresso plant. A gas-fuelled auxiliary heating system is provided for long periods of cold weather.

    The electrical system is controlled by the neighbourhood’s own microgrid. This is fed by a photovoltaic system with an output of one megawatt. It generates around one gigawatt hour of electricity per year.

    The La Maillarde neighbourhood, which is owned by KAAB, was used by the multinational company Tetra Pak until 2016. From 2025, watch manufacturer Rolex will set up shop there, creating around 250 new jobs in the region. The final La Maillarde project envisages an area of 40,000 square metres. Currently, 19,000 square metres are in use.

    The new high-rise buildings on the former Alusuisse site in Neuhausen am Rheinfall came to life at the beginning of 2024. The flats are occupied, the shops are open and work is underway in the 7000m2 of office and laboratory space. 100 years ago, an aluminium plant stood on what is now the Rhyfall Village. After the Second World War, a research centre for materials technology was established. Decades later, plans grew for new living and working space – which have now been realised. The Schaffhausen steel foundry has also undergone a similar transformation process: instead of heavy industry, there are flats, a school, commercial space and offices. Strategies are developed, patents are managed and markets are cultivated all over the world. Today, people and companies are once again putting down roots in the canton of Schaffhausen. At the end of the 1990s, the reality was different.

    Joining forces to emerge from the crisis
    Structural change hit the industrial canton of Schaffhausen with full force: Within just a few years, the corporate landscape changed drastically and tax revenues collapsed. Eleven per cent of all jobs were lost – more than in any other canton. Those who could, moved away. To turn the tide, the business associations launched the WERS project – Economic Development Region Schaffhausen. The city and canton supported it. 150 demands served as the basis for groundbreaking decisions in Schaffhausen politics in 1997.

    Active location promotion as the key
    One central measure was the creation of a cantonal economic development agency. The mission was clear and still applies today: to publicise the business location, attract new companies and support existing companies in maintaining jobs. In addition to providing impetus for the continuous improvement of the framework conditions for the economic development of the canton, the Economic Development Agency is the central point of contact and information centre between business, politics and administration. The goal: competitive industrial companies and SMEs, globally orientated service providers, more tax revenue.

    The companies came. The first production company, Wunder-Baum, was founded in 1998 and Tyco was the first US multinational with a headquarters. To date, more than 600 other companies have settled here. They have created around 2,800 new jobs and, thanks to a lot of additional tax revenue, scope for investment in favour of the location.

    Improving the “Schaffhausen product”
    Particularly in the early days, some companies decided against Schaffhausen because the location did not fulfil their requirements. There was a lack of centralised offices, generous living space, an international school and good transport links to the airport. In order to change this, the “Schaffhausen product” was gradually improved and the attractiveness of the location was promoted with the help of business development. This includes the establishment of the ISSH international school, the ITS Industry and Technology Centre to promote innovation and technology among SMEs, the go-tec! Laboratory for future STEM specialists. The introduction of the half-hourly service to Zurich main station, the direct connection to the airport and the expansion of the A4 motorway were also supported. In the canton, the regional S-Bahn railway between Trasadingen and Thayngen was expanded to complement the regional buses. The gradual reduction in taxes for individuals and companies was another key factor in favour of the location. Many projects have been successfully realised. Others are still under discussion. These include a university programme tailored to the needs of industry and a campus for innovation and technology.

    From product development to supply development
    On the property side, these developments in the canton have led to an increasing demand for offices, commercial space and living space. Various central sites have been developed over the last two decades. These include the Landhaus and Urba(h)n developments near the railway station in the town of Schaffhausen and the transformation of the former steel foundry into a residential and working quarter close to the town centre. In Neuhausen am Rheinfall, the development along Zentralstrasse, combined with the residential construction activity around the Industrieplatz and the gradual opening up of the SIG site, were decisive factors. While this area is still in the process of transformation, the Rhyfall Village has been filling with life since the beginning of 2024 – thanks to jobs and new residents.

    25 years of joint efforts
    25 years ago, the course was set jointly in the canton of Schaffhausen: Business and politics joined forces and began an active location development policy with common objectives. After WERS came the visions for Schaffhausen in 2008 and the “next.” development strategy in 2022. It is clear that the canton is developing dynamically as a location. Today, not only are the windows of the new flats in converted factories illuminated, but the entire business location and living space shines in a different light. In an intercantonal comparison, Schaffhausen has undergone a unique development: no other canton has improved so much in the comparison of competitiveness indicators (UBS 2023). Schaffhausen has not only become a popular location for international companies, but also for people from Switzerland, as the intercantonal migration balance shows. This is no coincidence, but the result of targeted measures and joint efforts. Continuing this success story is both a mission and a motivation for the committed forces in the canton.

    Cham Group and Ina Invest, a property company listed on the SIX Swiss Exchange, have signed a letter of intent for a merger. This is to be completed as a “merger of equals” by 2025. The merger would create a new, strong force in the property sector that would be one of the industry leaders.

    A first-class portfolio in key locations
    The combined portfolio of the two companies comprises high-quality properties and development projects in Switzerland’s strongest economic regions, including Basel, Cham, Geneva, Lausanne, Winterthur and Zurich. Particularly impressive: the residential share will be over 50% after completion, which emphasises the focus on sustainable and future-oriented living in urban conurbations.

    Sustainability and synergies as success factors
    Both companies attach great importance to sustainability and plan to consistently implement these standards in the development and management of the properties. The merger not only brings a larger portfolio, but also clear advantages: economies of scale, greater flexibility in project realisation and improved financing options.

    The talks are currently still at an early stage. If the negotiations are successful, a vote on the merger will be held at the general meetings of the two companies in spring 2025. A merger would realign the forces in the Swiss property market and create opportunities for a sustainable future.

    Association complaints about residential construction projects restricted

    In future, associations will no longer be allowed to lodge complaints against smaller residential construction projects if they are located within building zones. This applies to projects with a floor area of less than 400 square metres. The National Council voted in favour of the more restrictive provisions of the Council of States on Monday, meaning that the matter is ready for the final vote.

    Originally, the National Council had proposed that complaints should also be authorised for construction projects within water areas. However, the Council of States cancelled this option and restricted complaints by associations to construction projects in areas of “national importance”. This means that the right of appeal for associations will be significantly restricted in future.

    Limited right of appeal for construction projects in watercourse areas
    A motion by National Councillor Martina Munz (SP/SH) calling for the right of appeal to be cancelled only for construction projects that encroach slightly into the watercourse area failed in the Council. The motion was rejected by 118 votes to 72. This means that the regulation that smaller construction projects in watercourse areas can no longer be contested by associations remains in place.

    The amendment to the Nature and Cultural Heritage Protection Act was triggered by a parliamentary initiative from Valais National Councillor Philipp Matthias Bregy (centre). The aim is to restrict the right of appeal for smaller residential construction projects in order to facilitate construction activity in Switzerland.

    The new regulation, which severely restricts the right of appeal for smaller construction projects in building zones, represents an important step towards speeding up residential construction projects. In future, it will be more difficult for associations to take action against smaller construction projects, particularly in water areas.

    The world’s first industrial plant for the production of solar fuels is up and running. In collaboration with Empa, the ETH spin-off developed an innovative material for high-temperature heat storage that enables the plant to operate around the clock – even without sunlight.

    The plant uses the power of the sun to convert CO₂ and water into synthetic fuels such as paraffin, petrol and diesel. This closed CO₂ cycle is a pioneering model that could pave the way for a sustainable energy economy. Particularly impressive is the solar energy source and the fact that operation is also maintained at night thanks to innovative heat storage technology.

    The key to this innovation lies in the plant’s heat storage system. A large array of mirrors concentrates sunlight onto a single point, reaching temperatures of up to 1200 degrees Celsius. This heat drives the chemical process that produces fuels from CO₂ and water. Excess heat is stored in specially developed bricks, which keep the system running even at night.

    The challenge in developing the material was to find bricks that could withstand the extreme temperatures and corrosive water vapour atmosphere. In a two-year project, Empa researchers worked closely with Synhelion to develop a ceramic material that meets the high requirements and can also be produced cost-effectively.

    From research to practice
    For the Empa researchers, it was a unique experience to see their research realised on such a large scale. The material, which was tested in a specially developed high-temperature tube furnace, withstood the extreme conditions and is now installed in the “DAWN” plant. This technological achievement not only offers a sustainable solution for fuel production, but could also play a decisive role in the construction and property industry in the future.

    Looking to the future
    While the “DAWN” plant is already in operation, Synhelion and Empa are planning further steps. From 2025, an even larger plant is to be built in Spain, which will utilise higher temperatures and greater storage capacities to further increase the efficiency of fuel production. This development underlines the potential of renewable energies and shows how innovations can lead the energy and property industry into a sustainable future.

    FlexBase intends to realise its new technology centre in line with the plans already presented. According to a press release, the technology company has secured the ERNE Group, also based in Laufenburg, as general contractor. Construction is scheduled to begin in 2025. An updated planning application has been submitted to the relevant authorities.

    The technology centre is to be built on the former Swissgrid site. The centrepiece will be a new building opposite the existing building. In addition to many research facilities, a data centre with capacities for the use of artificial intelligence is to be built there. FlexBase also plans to build a 20,000 square metre battery storage facility with a capacity of more than 500 megawatts on the site. According to the press release, the non-flammable and non-explosive storage facility is the “world’s largest and most modern battery storage facility of its kind”. The construction of the new technology centre will create several hundred jobs for skilled workers and apprenticeships.

    According to the press release, Marcel Aumer, CEO of the FlexBase Group, does not anticipate a delay in construction despite the relaunch of the project. He justifies this view with the close collaboration with ERNE: “In this project, I have not only experienced ERNE’s expertise right from the start, but also the full attention of the top management.” The CEO of ERNE, Giuseppe Santagada, is also optimistic: “My personal commitment goes far beyond the realisation of this project; it also includes the promotion of new technological skills and increasing the attractiveness of Laufenburg as a location for the vision of a prosperous region”.

    The existing TB building will be demolished this year and excavation for the new TT laboratory building will begin. The shell of the first new building should be completed by 2027, while the second building is expected to be ready for occupancy in 2029. This expansion of the ZHAW is an important step for Winterthur as a centre of education and research, which will further enhance its attractiveness and innovative strength.

    With the start of construction work, the modernisation of “Campus T” in Winterthur will become a reality. The new laboratory buildings and the natural park not only strengthen the ZHAW, but also the entire region.     The amendment to the law on sales and contracts for work and labour aims to strengthen the legal position of house buyers and builders. The previous practice of reporting construction defects as soon as they were discovered often led to uncertainty and legal disputes. The Federal Council therefore put forward a compromise proposal, which was supported by both chambers, for a sixty-day period for notifying defects in contracts for work and property purchase contracts.

    Debate on notice periods and limitation periods
    The National Council had originally proposed dispensing with the notice periods altogether and instead introducing an extended limitation period of ten years. However, this solution was not accepted by the Council of States. The concern was that a complete abolition of the time limits for lodging complaints would lead to considerable legal uncertainty and practical problems in providing evidence.

    In the end, Parliament agreed to leave the period for lodging complaints at sixty days and not to extend the limitation period of five years. A balanced model that guarantees both legal certainty and protection for building owners.

    Better protection for buyers and builders
    Another key point of the reform is the protection of property buyers and builders from liability clauses that have often been interpreted to their disadvantage in the past. In many contracts, liability for construction defects was passed on to subcontractors, which put private developers in the difficult position of having to enforce their claims directly against the subcontractors. With the new regulation, the right to rectify defects may no longer be contractually excluded in future, which represents a considerable advantage for private construction projects.

    Increased protection in the event of unpaid invoices
    The issue of double payment obligations for building owners is also particularly controversial. If general contractors do not pass on payments to their subcontractors, building owners run the risk of them asserting their builder’s lien. Parliament decided that building owners can now avert the lien by means of a bank guarantee. However, the default interest only has to be covered for a period of ten years – a considerable relief for construction projects.

    The reform of sales and work contract law represents an important step towards greater legal certainty and protection in the construction industry. The extension of the time limits for notifying defects and the strengthening of the position of builders and buyers strike a balance between the interests of the construction industry and the needs of private builders. The bill will now return to the Council of States for final finalisation.

    ERNE and Oxara can report initial successes in their proof of concept for CO2-reduced construction. Work on the MANAL pavilion on the campus of Lucerne University of Applied Sciences and Arts in Horw is progressing, the Aargau-based construction company announced in a post on LinkedIn. ERNE is responsible for the masonry in the construction of the pavilion. Oxabrick technology products from Oxara in Dietikon are being used. The two companies entered into a partnership in May to develop sustainable building materials based on clay.

    In the MANAL project, the earth mortar used by ERNE is being used outside the laboratory for the first time. “The material behaves completely differently to conventional mortar when building walls,” ERNE bricklayer Mattia is quoted as saying in the article. “We first had to acquire an adapted processing technique for this.” Mattia cites the permanent water solubility and long workability of the sustainable building material, which is based on Oxara technology, as advantages. Cement-free clay bricks are used for the arches and vaults of the pavilion.

    According to a press release, Zurich’s two electricity suppliers are launching a joint training and communication campaign. Together, they want to train more grid electricians. The focus is on lateral entrants, according to a joint press release from EKZ and ewz.

    Instead of poaching skilled workers from each other, the electricity suppliers have now developed a joint training concept that is specifically tailored to lateral entrants. The programme is aimed at professionals who have already completed training in electrical engineering or another trade. The two energy companies are organising an information evening on this topic on 13 November.

    The programme is being run jointly by the two companies. During the internal training period, employees already receive a full salary. They are employed by either EKZ or ewz and receive their practical training on the job, supplemented by courses at the ewz training centre in Zurich-Schwamendingen.     XUND is opening a location on the Suurstoffi site in Rotkreuz. This is the Central Switzerland Health Education Centre’s response to the limited space available for its health training courses in Alpnach. According to a press release, the XUND site there can no longer fulfil the requirements in the long term due to the expected growth and changing training models. It will therefore be replaced by the new Suurstoffi 45 building. It is scheduled to be occupied in 2028. The Lucerne site will remain unaffected.

    According to its own announcement, Zug Estates AG will construct the new building from the end of 2024 and complete it by mid-2027. The real estate company has signed a 30-year lease agreement with XUND for over 6,000 square metres of space. Alain Baumgartner, Head of Portfolio Management at Zug Estates, is quoted as saying that the company has found an “ideal partner in XUND, which fits in very well with the existing tenants on the Suurstoffi site”.

    XUND President Josef Widmer is convinced that the Rotkreuz site will strengthen XUND’s regional roots in Central Switzerland and significantly improve accessibility for many students and trainees: “It will enable synergies with other educational partners such as Lucerne University of Applied Sciences and Arts on site and open up opportunities for collaboration with practitioners and researchers. Thanks to the modern location and the innovative environment on the Suurstoffi site, training in the healthcare sector is becoming more attractive and is helping Central Switzerland’s training companies to secure the next generation of talent.”

    Axpo, headquartered in Baden, is starting initial investigations into a possible wind farm on the Flumserberg in the canton of St. Gallen. It could comprise up to six wind turbines. According to a press release, the energy company will install a wind measuring mast this week. This will be used to collect wind and bat data over the course of a year.

    The data collected will serve as the basis for the next project steps and detailed planning. The local community of Flums-Dorf and the Alpkorporation Mols have given their consent for the erection of the wind measuring mast. The 120 metre high mast will be erected on the Grappenchöpf site, a location that Axpo believes offers promising wind potential.

    The electricity produced from the wind farm would be equivalent to the consumption of over 10,000 households. According to the information provided, it could fill the winter gap, as two thirds of electricity production takes place in winter. As Axpo goes on to explain, a wind farm on the Flumserberg would not only help to reduce CO2 emissions and utilise a sustainable, renewable energy source, but would also provide an economic boost for the region.

    The Tax Burden Monitor 2024 confirms once again that the canton of Zurich is a high-tax canton when it comes to corporate taxes. Only the canton of Bern taxes corporate profits more heavily. This makes Zurich less attractive for companies, especially in comparison to neighbouring cantons with lower taxes, such as Schwyz and Zug, which also benefit from their geographical proximity to Zurich.

    Attractive tax policy
    In contrast to corporate taxes, the canton of Zurich performs significantly better in terms of income and wealth taxes for private individuals. Medium incomes of between CHF 60,000 and CHF 200,000 are taxed moderately in a cantonal and municipal comparison. Zurich’s municipalities occupy top places in this category. Middle-income couples and families in particular benefit from the tax structure.

    Around a third of Zurich’s municipalities recently lowered their tax rates. Nevertheless, the canton lost one place in the national comparison and is now in 13th place. Property taxes remain stable and rank 10th in the national comparison – below the Swiss average.

    Zurich has lost tax attractiveness for companies since 2006
    Since 2006, the canton of Zurich has dropped twelve places in the ranking of corporate tax burdens. While other cantons have lowered taxes for legal entities, in some cases significantly, Zurich has remained relatively rigid. As a result, competitor locations Basel-Stadt and Geneva, which are traditionally attractive for international companies, now have significantly lower tax burdens. A direct comparison with the cantons of Schwyz and Zug is also particularly critical for Zurich, which, unlike Zurich, benefit greatly from their proximity to the business centre without having to bear its tax burden.

    Zurich remains internationally attractive
    The situation is different in an international comparison. Despite the high national tax burden, Zurich remains competitive in the global competition to attract companies. Countries such as the USA and many Western European states (with the exception of Ireland) impose a much higher tax burden on their companies. Switzerland has been able to maintain this competitiveness even in times of economic crisis, although many OECD countries have increased their tax pressure in recent years.

    The Swiss Federal Electricity Commission has published its calculations for electricity tariffs in 2025. A typical Swiss household with a consumption of 4,500 kWh will pay 29 centimes per kilowatt hour in the coming year, which corresponds to a reduction of 3.14 cents/kWh compared to 2024. This price reduction will result in an annual saving of 141 francs and reduce the electricity bill to a total of 1,305 francs.

    The reductions affect both grid costs and energy tariffs. While the grid costs for a typical household will fall by 4 per cent from 12.71 cents/kWh to 12.18 cents/kWh, the energy tariffs will fall by 12 per cent to 13.7 cents/kWh. Charges to local authorities (1 Rp./kWh) and the grid surcharge (2.3 Rp./kWh) will remain unchanged. There are signs of similar reductions for small and medium-sized companies.

    Fluctuating prices depending on the grid operator
    Electricity tariffs vary greatly depending on the grid operator. This is mainly due to differences in in-house production and procurement strategies. Some grid operators that focus more on long-term procurement are better able to compensate for short-term price fluctuations, but bear higher costs over longer periods. The differences in energy procurement strategies lead to considerable price differences between the regions.

    Reasons for the price reductions
    The more stable wholesale electricity prices are one of the main reasons for the easing of tariffs. Following the significant price increases in 2023 and 2024, wholesale prices are currently quoted at around EUR 90/MWh, which represents a decrease compared to the previous year’s EUR 150/MWh. This market easing will now have a gradual impact on energy tariffs.

    Another factor is the reduction in costs for the winter reserve. While these were still at 1.2 Rp./kWh in 2024, they will fall to 0.23 Rp./kWh in 2025. The return on capital for the grid, the so-called WACC, has also fallen slightly, which also has a cost-reducing effect.

    Procurement strategies and own production as key
    The tariffs in the basic supply are strongly influenced by the production and procurement portfolio of the energy suppliers. In-house production and the timing of electricity procurement are decisive factors. Grid operators that spread their procurement strategies over longer periods of time are better able to cushion price fluctuations on the wholesale market. The level of in-house production also influences the production costs, which are sometimes lower than market prices.

    However, grid costs remain relatively high due to the high market prices, as they are also affected by electricity price-dependent components such as active power losses and ancillary services (AS). Swissgrid provides these ancillary services for the short-term stability of the system and passes the costs on to the grid operators, who in turn charge them to end consumers.

    Transparency for consumers
    ElCom has published the 2025 electricity tariffs for all municipalities and grid operators. These can now be viewed on the website www.strompreis.elcom.admin.ch and offer consumers the opportunity to compare tariffs and find out about the development of electricity prices.

    On 11 September, the Council of States made a far-reaching decision: in future, associations will no longer be allowed to lodge complaints against smaller residential construction projects in building areas. This new regulation affects residential construction projects with a floor area of up to 400 square metres. With a clear majority of 30 votes to 14, parliament voted in favour of this measure, which has triggered a wave of relief, but also criticism, in the construction industry.

    The new regulation, which is described as a “moderate restriction” of the right of appeal by associations, aims to reduce delays in the realisation of construction projects. This development is particularly important for property developers in times of increasing housing shortages. “The current right of appeal often acts as a brake on the creation of new living space,” explained Fabio Regazzi (centre/TI). “With this adjustment, we are reducing the power imbalance between small builders and national associations.”

    Fewer objections to single-family homes
    The new law means that smaller construction projects, such as single-family homes, can be realised more quickly and without costly objections in future. This applies in particular to projects within designated building zones. For many building owners, this means a reduction in bureaucratic hurdles and greater planning security.

    Beat Rieder (centre/VS), President of the Committee for the Environment and Spatial Planning, emphasised the urgency of this amendment: “It is unacceptable that even the smallest construction projects are blocked for years by appeals.” The majority in parliament sees the amendment as an urgently needed measure to accelerate residential construction in Switzerland and meet the growing demand for living space.

    Critics warn of undesirable developments
    However, not all parliamentarians were satisfied with the decision. Simon Stocker (SP/SH) warned that the new law hits the wrong targets. “In many cases, it is not the associations but neighbours who file objections to small construction projects,” said Stocker. The regulation therefore does not always affect the right players.

    Environmental organisations also expressed their concerns. Heidi Z’graggen (centre/UR) pointed out that the previous regulations of the Nature and Cultural Heritage Protection Act (NCHA) had an important preventative effect. She warned that the new regulations could create undesirable loopholes that would impair the quality of construction.

    The central point of contention
    Another point of discussion was the upper limit of the floor area. While the majority supported the limit of 400 square metres proposed by the National Council, a minority called for this to be lowered to 250 square metres. According to Simon Stocker, this area corresponds more to that of an average detached house. However, the motion failed to gain majority support.

    The Federal Council was also in favour of the 400 square metre rule. Environment Minister Albert Rösti explained that this size would also allow for a detached house with a granny flat and would therefore meet the needs of building owners.

    Restriction to important sites and water areas
    Another controversial point in the bill concerned the exceptional cases in which association complaints are still possible. The Council of States decided that these are only permitted for construction projects in areas of national importance. The National Council had originally defined “important sites” as the benchmark. However, the stricter regulation of the Council of States was adopted by a majority, as was the cancellation of the possibility of appeals by associations in water areas, which led to further opposition.

    Céline Vara (Greens/NE) sharply criticised the decision and warned of the ecological risks: “Building near bodies of water can have fatal consequences. Experts strongly advise against it, and yet this protection is being dangerously weakened by the new regulation.”

    Harmonisation with the Environmental Protection Act
    The amendment to the right of appeal for associations also takes place in the context of harmonisation with the Environmental Protection Act (EPA). While the Environmental Protection Act already recognises restrictions for complaints regarding major projects, the Nature and Cultural Heritage Protection Act was previously unrestricted in this respect. The new regulation aims to eliminate this discrepancy and standardise the handling of complaints.

    A controversial but decisive step
    The restriction of the right to lodge complaints with associations for smaller residential construction projects is a significant step that will have a lasting impact on both developers and the property sector. While some speak of an urgently needed reduction in bureaucratic hurdles, critics warn of possible undesirable developments and ecological risks. The bill will now be discussed again in the National Council – and the outcome of the final vote remains exciting.

    Timber buildings are experiencing an upswing in Switzerland. With their sustainability and aesthetics, they are becoming increasingly popular, even for multi-storey buildings. But how can it be ensured that these structures can withstand the forces of wind and earthquakes? This is a question that occupies building researchers, especially when planning timber buildings up to 75 metres high. This is because the right bracing and supporting structures must be in place to ensure that timber buildings remain stable even under extreme conditions.

    Research in this field has made considerable progress in recent years. One particularly exciting tool is the shaker, a two-tonne device that is used in Empa’s largest laboratory in Dübendorf. The shaker simulates earthquakes and strong winds by causing building models to vibrate. In this way, the vibration behaviour of the buildings is examined under real conditions and the models for calculating stiffness are refined.

    The shaker in action
    For the open day on 14 September 2024, the shaker will be demonstrated in Empa’s construction hall in Dübendorf. This is not just about scientific research – visitors will get a direct insight into the work of the engineers. René Steiger, Pedro Palma and Robert Widmann, structural engineers at Empa, will give an impressive demonstration of how the shaker causes a structural model to vibrate, thereby analysing the behaviour of the weight and stiffness distribution.

    This research is of great importance, as ever taller timber buildings are being erected in Switzerland. While most buildings remain in the 4- to 5-storey range, projects with more than 20 storeys demonstrate the potential of timber as a building material. However, ensuring the stability of such buildings requires precise calculations and practical tests such as those carried out with the Shaker.

    Complex requirements for timber construction
    The challenge with multi-storey timber buildings lies not only in the load-bearing capacity of the walls, but also in the balance between rigidity and flexibility. Whilst thicker components and additional load-bearing walls are often seen as a solution, they can lead to increased costs. Sometimes it is even more favourable if a structure reacts flexibly to earthquake shocks to a certain degree. These nuances must be taken into account in the computer calculations, and this is precisely where the shaker provides valuable data from practice.

    The experiments in the construction hall and on real buildings, such as in Oberglatt in the canton of Zurich, show how the supporting structure gains rigidity during various construction phases. For example, the researchers were able to observe exactly how the load-bearing capacity of the buildings changed when load-bearing walls, non-load-bearing walls and windows were installed.

    Practical data for planners and architects
    For a long time, planners relied on mathematical approximations to determine the dynamic properties of timber structures. These values were often based on tests from Japan and North America, but due to different building regulations and requirements, they are not readily transferable to Switzerland. This is where the work of the Empa researchers comes in: The shaker and the measurements on real buildings provide precise data on stiffness and damping that is specifically tailored to local building requirements.

    This provides construction engineers and architects with reliable information to optimise their planning and use wood as a material efficiently and sustainably. The knowledge gained will help to further develop standards and guidelines and strengthen timber construction as a competitive solution for multi-storey buildings.

    According to a press release, Swiss Post and the fenaco cooperative are moving ahead with their joint plans for a nationwide electric fast-charging network. A total of 50 locations are planned by mid-2025. The capacity is then to be gradually expanded to 300 locations with 1,500 charging stations.

    Private drivers of electric vehicles and company fleets of electric vehicles will find these charging facilities at post offices, Agrola petrol stations and Landi shops, among others. All of them will use 100 per cent local electricity from renewable energy sources, which can be paid for using common payment methods such as Twint and credit cards or a customer card.

    The goal is to be achieved via the PowerUp joint venture. Both partners each have a 50 per cent share in this. The contracts have been signed and submitted to the competition authorities for approval, according to reports.

    PowerUp’s strength is its immediate proximity to workplaces, shops and leisure facilities. The combination with service offerings ensures a safe and well-maintained charging infrastructure with contact persons on site. PowerUp also offers simple pricing with no hidden costs. The partners see their joint commitment to electromobility as a contribution to the federal government’s electromobility roadmap.

    Axpo has installed and commissioned a battery storage facility with a capacity of 2.5 megawatts on the site of the Gossau municipal utility. The municipal utility now has the largest battery storage facility in the region, explained the Aargau-based energy company in a press release. According to the press release, the storage facility is tailored to the specific needs of the municipality of Gossau and the region’s grid topography. The press release does not provide any information on the financial scope of the project.

    Stadtwerke Gossau intends to use the battery storage system to compensate for fluctuations in demand and power peaks. It will also process reactive power and contribute to maintaining the grid voltage in the region. It will also help to stabilise the grid in the region by providing system services for the national grid company Swissgrid.

    The new battery storage system is capable of stand-alone operation and black start. This means that in the event of a power outage, it can autonomously restore the power supply for units connected to island operation. Relevant companies for maintaining the supply to Gossau can take advantage of this. “What was initiated in 2019 with a parliamentary initiative can be demonstrated five years later,” says Claudia Martin, City Councillor and Head of the Supply Security Department of the City of Gossau, in the press release. “An energy storage facility that guarantees Gossau’s security of supply.”

    Regionalwerke AG Baden(RWB) has acquired the shares of AEW Energie AG in Aarau in Fernwärme Siggenthal AG(FWS), according to an ad hoc announcement. In doing so, RWB intends to expand its commitment to sustainable energy supply in the region. AEW Energie specialises in solar power in the canton of Aargau. The sale price was not disclosed.

    RWB has reportedly been working successfully with FWS for many years. The acquisition of the 27.3 per cent stake in FWS is intended to deepen the partnership. FWS, which is based in Nussbaumen, is stable and financially independent and has developed very positively over the last few years since it was founded. It therefore describes RWB as an ideal partner.

    “The investment in Fernwärme Siggenthal AG fits in perfectly with RWB’s activities in the area of district heating,” Managing Director Michael Sarbach is quoted as saying. “Both companies attach great importance to the further expansion of district heating in the region.” Adrian Hitz, Chairman of the FWS Board of Directors, refers to the good cooperation with RWB to date: “Now that AEW has decided to sell its shares, we are relieved that we already know the future shareholder well, as we have already developed and realised a very good project together with the SIBANO connecting pipeline.” SIBANO is a 3.3 kilometre long district heating transport pipeline from the Turgi waste incineration plant to the Baden Nord heating centre.
